Job Title
Manage, direct, and coordinate activities within the Public Works Department, specifically the sanitation, street, and fleet divisions. Prepares reports and helps organize, coordinate, and administer business and technical functions within the Public Works Department. Develops and updates standard operating procedures, sets departmental policies, plans, and administers the activities of the sanitation, street, and fleet divisions. Examples of Duties
Essential functions include: Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices relating to Public Works infrastructure and sanitation operations. Coordinates the planning, organizing and oversight of the sanitation, streets, and fleet division(s). Assigns work activities, delegates duties to staff for multiple divisions, projects, and programs, monitor and adjust workflow as necessary. Prepare departmental budget requests; monitor departmental and divisional budget accounts. Assist the Director of Public Works in evaluating, formulating plans and goals, recommending replacement of elements of City infrastructure, and executing projects included in the City's Capital Improvement Plans. Prepare plans and specifications for bids, administer construction contract and coordinate with vendors, contractors, engineers, and other agencies that may be involved. Confer with the public, consultants, contractors, and vendors relative to Public Works projects. Ability to inspect construction projects and work sites for satisfactory workmanship and adherence to all safe work practices. Responds to and assists with citizen inquiries and resolution of complaints. Ability to work with rules, policies, and reporting requirements of State and Federal regulatory agencies applicable to public works. Compile and complete all required reports for compliance with State and Federal regulatory agencies. Confers with supervisor, other managers, and outside agencies to monitor construction progress, including worker productivity and compliance with engineering and safety codes. Conducts inspections on major municipal public works facilities and construction projects for compliance with plans and specifications as necessary. Maintains regular and punctual attendance. All other duties as assigned. Knowledge, skills, and abilities include: Considerable knowledge in State and Federal rules and regulations applicable to public works Knowledge of the laws and regulations governing the assigned work area Knowledge of principles and practices of administration as applied to the maintenance and operations of Sanitation, Streets, and Fleet Knowledge of the City's and Department's operating requirements, policies, procedures, and practices Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques Ability to effectively utilize the principles of strategic and long and short-range planning Principles and practices of public works and engineering construction inspection Methods, materials, equipment, procedures and practices of public works construction and maintenance inspection Safe work methods and safety regulations pertaining to the work, including the use of personal protective equipment Ability to read and understand engineering plans and specifications Ability to effectively perform routine construction inspection of workmanship and materials in accordance to City's policies and procedures Ability to maintain consistent attendance. Ability to work the allocated hours of the position and respond after hours as needed. Typical Qualifications
Minimum required qualifications include: Must have High School Diploma/G.E.D. Must have valid driver's license at time of placement and must have driving record sufficient for coverage by City's auto liability carrier Ten years of experience in Public Works in a managerial or supervisory role Five years of experience in sanitation, streets, and or fleet services Preferred qualifications include: Bachelor's degree in civil engineering, public administration, or other science or technical degree beneficial to the City of Denison's public service goals preferred Physical & Work Environment
