Craven County $46,133.00 Annually New Bern, NC Full-Time 11110 Finance 06/19/2025 Continuous Primary Purpose

Under general supervision, performs a variety of technical accounting duties involved in the preparation, review, and maintenance of financial and statistical records that may include accounts receivable, accounts payable, payroll, purchasing, and/or cashiering; and preparation of schedules, reconciliations, and journal entries relating thereto and other duties as assigned. Essential Functions

Processes invoices, purchase orders, and other payment claims for all Craven County departments. Matches purchase orders and printed checks with invoices. Distributes checks to departments or processes to be mailed. Gathers, checks, and tabulates data used in the preparation of records and reports. Prepares journal entries for multiple departments. Generates receipts and deposits for funds received from a variety of schools or County agencies and the mail, records revenue codes on each deposit in Tyler Cashiering. Maintains and reconciles various ledgers, reports, and account records. Performs general clerical duties, including typing, maintaining files and records, and processing mail per the State Retention Schedule. Assists customers, departments, and employees by providing fiscal information, explaining procedures, answering questions, and resolving problems or complaints. Maintains files, takes messages, and answers questions Prepares daily, monthly, quarterly, or annual reports of a fiscal or accounting nature, as directed. Routinely uses Microsoft Excel to track and maintain financial data. Provides technical information and instruction to departmental personnel regarding procedures and methods involved in processing transactions. Collects payments over the counter and by mail. Maintains and balances assigned cash drawers and prepares daily cash deposits as required. Scans and prepares invoices for Accounting Technicians when able. Review incoming invoices to determine if they have been processed/paid before providing them to Accounting Technicians. Updates Craven County Finance website with up-to-date reports for public viewing. Assists Payroll Administrator in preparing W2s, 1099s, and 1095s annually. Assists in yearly reversion of Property to State Accounts. Serves as the Safety Coordinator and attends all monthly safety meetings. Serves as the backup for Asset Management, Surplus, and Disposition. Assists with the implementation of Tyler Cashiering. Assists with the training of Tyler Cashiering. Assists with the implementation of Tyler Payments. Assists with the training of Tyler Payments. Attends weekly Munis implementation/training meetings Assists in gathering documentation for yearly audit. Performs other related duties as assigned. Minimum Education and Experience

Two-year degree with a major in accounting or business and experience as an accounting technician in a progressively responsible fiscal environment, preferably in a governmental operation, or an equivalent combination of education and experience. Knowledge, Skills, and Abilities

Knowledge of standard office procedures, methods, and computer equipment. Knowledge of fundamental principles and procedures of fiscal record keeping. Knowledge of basic mathematical principles; and Knowledge of principles and techniques used in dealing with the public. Ability to operate Microsoft programs such as Word and Excel and knowledge in Munis is a plus; Ability to type and enter data at a speed necessary for successful job performance. Ability to learn the procedures and functions of the assigned position. Ability to interpret and apply pertinent Federal, State, and local laws, codes, and regulations, including administrative and departmental policies and procedures. Ability to learn to tabulate, record, and balance assigned transactions accurately. Ability to work under supervision within a well-defined framework of standard policies and procedures. Ability to understand the organization and operation of the assigned department and the County necessary to assume assigned responsibilities. Ability to perform general clerical accounting work, including maintaining appropriate files and compiling information for reports. Ability to respond to public and County personnel questions regarding policies and procedures for assigned areas. Ability to perform mathematical computations quickly and accurately. Ability to manage work to meet schedules and timelines. Ability to understand and follow oral and written instructions. Ability to communicate clearly and concisely, both orally and in writing; and Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted during work. Health Insurance is provided by ACS Benefits Services and covers a wide variety of healthcare services. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own cost. Dental Insurance

Dental Insurance is provided through the Delta Dental PPO and Delta Dental Premier network administered by ACS Benefits Services. It covers a percentage of basic to major dental procedures, including orthodontia for children. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own expense. Life Insurance and AD&D

Craven County provides eligible employees with $10,000 life insurance and accidental death and dismemberment coverage through OneAmerica AUL. Employees have the option to purchase additional coverage and/or dependent coverage at their own expense. Disability Insurance

Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost. North Carolina Local Governmental Employees' Retirement System

Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit. NC401k

Craven County contributes 2% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 3%. Annual Leave

Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave. Less than two years of service earns 10 days per year. Two but less than five years of service earns 12 days per year. Five but less than 10 years of service earns 15 days per year. 10 but less than 20 years of service earns 18 days per year. 20 or more years of service earns 20 days per year. Sick Leave

Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina. Paid Holidays

County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary. Longevity

Eligible employees earn $200 in longevity after five years of service by October
