Leadership: Demonstrates an understanding and reflection of the City's mission, vision, and values and a commitment to achieve organizational goals aligned with the City's strategic plan Champions a high-performance work culture that encourages and embraces new ideas, develops individuals and welcomes and encourages diverse perspectives Articulates strategic and innovative thinking and provides clarity to deliver superior services Approaches the job with enthusiasm and curiosity to promote a solutions-oriented work culture Management: Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities Follows suggested procedures to ensure the highest standards of risk management, employee safety, and risk avoidance Technical: Operates light to heavy-duty trucks and equipment Operates mini-excavator and backhoe Forms/finishes concrete and repairs asphalt Operates various types of hand and power tools Operates various types of construction equipment including, but not limited to, concrete mixers, tampers, air compressors, jackhammers, and rotatory hammer drills Participates in the installations and repairs of various size gravity and force main pipelines Participates in the installations of a wide variety of pipeline fittings and pipeline repair components Performs installation of manhole rings and covers and demonstrates the ability to adjust manhole ring and cover to grade as needed Repairs and installs cleanouts and any other sanitary sewer components Sets up Maintenance of Traffic (MOT) Enters accurate data into the Computer Maintenance Management System (CMMS), including timekeeping, creating work orders, and work order tasks; enters equipment, materials and vehicles used, and finishing notes Sets up and operates well point equipment and by-pass pumps Conducts tailgate safety meetings Identifies Infiltration and Inflow (I&I) problems Implements Sanitary Sewer Overflow (SSO) procedures following department Standard Operating Procedures (SOP) Team Skills: Supports honest and transparent decision-making Collaborates with all team members in a way that builds upon ideas and takes personal accountability and ownership of projects, roles, and assignments Openly exhibits a positive attitude, in words and action, and encourages others to do the same Performs related work as required. Emergency Response Status: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description. Minimum Qualifications: Education and Experience: High School Diploma or General Education Diploma (GED) Class "B" CDL with Tanker endorsement (CDL) Florida Water and Pollution Control Operators Association (FWPCOA) Wastewater Collections "B" Certification Cardiopulmonary Resuscitation (CPR)/First Aid Training The following listed training must be completed within one year from the hire date: Intermediate MOT training Federal Emergency Management Agency (FEMA) Training Course, Incident Command System (ICS) 100, 200, 700 & 800 Confined Space Training Trench Safety/Competent Person Training National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) Two (2) years experience as a Wastewater Collection Technician I, or equivalent Knowledge, Skills, and Abilities: Knowledge of maintenance and repair procedures for wastewater utility system Knowledge of the occupational hazards of the trade and proper use of safety procedures Ability to learn training information and apply knowledge to demonstrate competency Ability to operate equipment used for the repair of wastewater lines Ability to understand and carry out instructions and to complete work assignments correctly Ability to perform heavy manual labor for extended periods, often under hot and humid conditions Ability to install, maintain, and repair sanitary sewer lines Ability to read and understand blueprints and as-built drawings Ability to work a flexible work schedule, including callouts Ability to establish and maintain effective working relationships with other City employees, department officials, and the public Work Environment & Physical Requirements: Work Environment: 10% inside a climate-controlled building; 90% outside, which includes driving. Physical Requirements: The essential functions of the job require: sitting approximately two (2) hours per day, standing approximately four (4) hours per day, and walking approximately two (2) hours per day. The job also requires frequent: bending/stooping, grasping, kneeling, and lifting/carrying objects weighing up to 15 pounds; occasional climbing of a ladder; fine manipulations, pulling, pushing, reaching, repetitive motion; lifting/carrying objects weighing up to 45 pounds, and on rare occasions lifting/carrying objects weighing more than 60 pounds
