Performs work to research, identify, evaluate and develop funding sources to support existing and planned program activities of the City of Gastonia. Works collaboratively across City departments to determine funding objectives and grant requirements align with the City's needs and staffing. Develops, writes and submits grant proposals to federal, state and private funding agencies. Also, performs complex professional, technical and administrative work coordinating, reviewing, evaluating, reconciling and auditing the City's state, federal and other grant administration programs and business operations to ensure accuracy and compliance. Work is performed under the supervision of the Budget and Grants Administrator. Essential Functions/Duties
Researches competitive funding opportunities from a variety of grant programs, including, but not limited to, state, federal, and private sources. Evaluates the potential funding source to ensure it aligns with the City's strategic plan, needs, and capacity to properly administer the funding requirements. Prepares grant proposals that could include narrative descriptions, work plans, and detailed multi-year budgets. Coordinates the application process and award implementation with internal and external partners. Manages City grants and audits departmental grant data, as well as outside agencies, to ensure compliance with policies and regulations. Ensures reporting requirements are being met, analyzes & reconciles grant reporting, ensures disbursement requests are timely and accurate, and manages and reviews expenditure activity. Manages grant revenue reimbursements, reconciles grant reimbursement request expenditures to the general ledger, and closes grants when needed. External audit & audit reporting; serves as the primary contact for external auditors in their examination of the City's grants; coordinates with departments or other staff as needed during Single Audit review. Coordinates response to assessment of risk around grant revenue and/or audit findings, if applicable. Works with budget and finance to integrate City grants into departmental and Citywide budgets, plans, goals, procedures, etc. Provides information for all reporting regarding grants in the annual audit, including year-end receivables. Will prepare the Schedule of Federal and State Awards for the annual audit report. Maintains and manages the City's Grant Policy & Procedures, reviews the Policy and recommends updates as needed. Communicates grant policy and procedures to City personnel and recommends or performs training when needed. Ensures grants are in conformity with local, state, and federal requirements. Ensures City is reporting in compliance with OMB Uniform Guidance and Generally Accepted Governmental Accounting Standards. Summarizes current financial status and recommends financial action by analyzing accounting options. Processes transactions and prepares payments by verifying documentation and requesting disbursements as appropriate. Serves as point of contact for departmental representatives on accounting procedure questions. Supplies financial information to management and awards agencies regarding grants, agreements, and special revenue programs. Assists in the budget process to integrate City grants into departmental and Citywide budgets and plans by providing and verifying financial data, reviewing and calculating estimates, reconciling grants, and providing carryover budget amounts. Maintains grant files and correspondence, including a citywide-wide grant tracker; a list of all City grants and their status that is distributed regularly to City management and applicable City staff; and is also available for an external auditor to ensure compliance information is complete. Communicates grant activity and potential; grant status should be communicated quarterly to Department Head. Grant opportunities should be distributed to departments, when applicable. Builds professional networks externally with agencies and organizations that award grants. Serves as City representative at grant-related meetings and boards. Comprehensive knowledge of grant and/or cost share programs with basic knowledge of Community Development Block Grant Program. Exceptional writing skills with effective presentation skills. Comprehensive knowledge of general principles of financial management and generally accepted accounting principles (GAAP) and/or grants administration practices and current federal, state and local government grant programs, including OMB Uniform Guidance; Excellent organizational skills and experience managing competing priorities; Ability to establish and maintain effective working relationships and communication with City officials, employees, contractors and the general public; Exceptional attention to detail; Proficient knowledge of computer operations and software utilized for finance, writing, grant tracking, as well as presentation preparation, including, but not limited to Microsoft Office applications such as Excel, PowerPoint and Word. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to a Bachelors degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and three years of working with grants. PHYSICAL DEMANDS/WORK ENVIRONMENT: Interactive office environment with exposure to computer screens; must be able to interact with others inside and outside the City in a professional manner. Must have the ability to push, pull or lift up to 10lbs occasionally and stand or sit for lengthy periods of time. The physical activity of this position includes: Reaching: Extending hand(s) and arm(s) in any direction. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Repetitive Motions: Substantial movements (motions) of the wrists, hands and/or fingers. Balancing: Maintaining body equilibrium to prevent falling when walking, standing or couching on narrow, slippery or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. Stooping: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles. Kneeling: Bending legs at knee to come to a rest on knee or knees. Crouching: Bending the body downward and forward by bending leg and spine. Reaching: Extending hand(s) and arm(s) in any direction. Standing: Particularly for sustained periods of time. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position.
