Land Use And Environmental Manager

The Land Use And Environmental Manager oversees environmental compliance, permitting, reclamation, and land management across multiple silica sand mining operations in multiple states (currently TX, LA and AR). This critical leadership role ensures operational compliance with all applicable federal, state, and local environmental regulations while aligning with company goals for sustainable land use and community engagement. Responsibilities

Environmental Compliance & Permitting Maintain and manage all site-specific environmental permits, including air emissions, stormwater (SWPPP), water and groundwater discharge, and mining-related authorizations. Ensure full compliance with federal, state, and local environmental regulations (e.g., Clean Water Act, Clean Air Act, NEPA, state environmental regulations, and state mining acts). Conduct regular environmental audits and implement corrective actions where needed. Prepare and submit required reports (e.g., annual emissions, groundwater monitoring, reclamation progress). Land Use Planning & Zoning Lead land use planning for current and future mine sites, including zoning, land entitlements, and community relations. Coordinate with local governments, consultants, and stakeholders to obtain and renew land use permits. Oversee land acquisitions, leases, and easement agreements in collaboration with legal and real estate teams. Reclamation & Sustainability Develop and manage progressive and final reclamation plans. Monitor post-mining land use to ensure regulatory and ecological standards are met. Integrate sustainable practices into site operations, including water reuse, habitat protection, energy efficiency, and air quality controls. Stakeholder & Community Engagement Serve as the company's representative to regulatory agencies, landowners, and community groups on environmental and land use matters. Host and participate in public meetings, hearings, and consultations. Build strong relationships with local, state, and federal regulatory agencies. Training & Internal Support Provide guidance and training to site teams on compliance requirements and procedures, environmental controls, and land use protocols. Collaborate with operations, engineering, and legal teams to align regulatory and business objectives. Requirements

Bachelor's degree in Environmental Science, Geology, Land Use Planning, Natural Resources, or related field (Master's degree preferred). Minimum 5 years of experience in environmental compliance and land use management, preferably in mining, aggregates, or heavy industrial sectors. Strong knowledge of environmental regulations, permitting, and zoning laws. Excellent leadership, communication, and project management skills. Proficiency in GIS, environmental monitoring tools, state environmental compliance/reporting tools, and data analysis. Willingness to travel regularly across mine locations (approx. 4060%).
