Population Health Epidemiologist

Boulder County Public Health Department is seeking to hire a Population Health Epidemiologist. The Population Health Epidemiologist is part of the Health Planning and Evaluation Program (HPE) in the Strategic Initiatives Branch (SIB) at Boulder County Public Health (BCPH). This position will access, analyze, and provide technical expertise to interpret data and present it in an intelligible and actionable format to ensure data and information are effectively used for program decision making. The position will apply both an epidemiological and statistician lens to support primary data collection and analysis and present data in an understandable and actionable way for agency and community partners. This position will also be the main point of contact and local subject matter expert for several state and regional surveillance efforts, as well as community efforts, including the Healthy Kids Colorado Survey. The position is responsible for maintaining and improving existing data capture and reporting systems, as well as providing critical epidemiological data to BCPH senior management and other senior county officials to inform decision-making. This position also coordinates with key community partners, ensuring a variety of audiences have a clear understanding of the epidemiological implications of rapidly changing county and sub-county level data. The position is supervised by the HPE Program Manager and collaborates closely with the Health Planner and Monitoring & Evaluation Specialist. In consultation with the HPE team, the Population Health Epidemiologist supports the data and epidemiological needs of BCPH agency programs and staff, as well as that of key external partners and community constituents. This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm; hybrid- 2 days on-site, 3 days virtually. This position will work remotely and out of 3482 Broadway St. Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt. Boulder County requires its employees to reside in the state of Colorado as of the first day of work. Hiring Salary Range: $72,360.00 - $88,284.00 Annually. Examples of Duties

Serves as the agency's subject matter expert and point of contact on local demographic, socio-demographic, public health, and environmental trends, including diseases, chronic conditions, risk and protective factors, and behavior. Provides consultation for the collection, analysis, and interpretation of quantitative and qualitative data to inform, evaluate, and prioritize programmatic and strategic decisions. Appropriately draws on methods from other scientific fields, including biostatistics, informatics, and other behavioral sciences, to corroborate programmatic and strategic decisions. Supports agency strategic planning with epidemiologic perspectives, methods, and tools. Understands and is comfortable applying advanced statistical methods to organize, summarize, and analyze data to determine trends and associations. Provides accurate, usable, and timely responses to data requests from staff, partners, health care providers, media, and the public. Supports primary data collection (e.g. calculates sample size and power, verifies quality of data collected, compiles raw numbers into a sensible form, and formulates queries). Effectively communicates with, coaches, and mentors peers in basic statistics, data interpretation, and data presentation. Presents data clearly and effectively to a variety of audiences, including multi-cultural communities. Prepares, organizes, synthesizes, and displays information for incorporation in presentations, funding proposals, reports, infographics, webpages, and other dissemination tools for technical and non-technical audiences. Supports the professional development of epidemiological fellows, interns, and volunteers who work with the HPE team. Supervises term and seconded staff, as needed. Coordinates and collaborates with appropriate local, regional, and state agencies and organizations, and represents BCPH on committees and community partnerships. EDUCATION & EXPERIENCE: Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a Masters degree in public health, epidemiology, biostatistics, statistics, demography, or related field and 2 years of experience public health epidemiology. PREFERRED QUALIFICATIONS: Knowledge of the health status, public health system, and demographics of Boulder County and its connection with other county, regional, state, and national initiatives. Experience and/or knowledge providing technical assistance and strategic support to health equity initiatives. Experience designing and leading implementation of capacity building activities for adult peers related to data collection, analysis, and use. Experience in biostatistics, statistical programming, or epidemiology, including managing qualitative and quantitative public health, epidemiological, and clinical data. Experience managing data analysis software packages (i.e., R, SAS, SPSS), using data visualization software (i.e. Power BI, Tableau, ArcGIS) and successfully working with multi-disciplinary teams or diverse health programs. KNOWLEDGE, SKILLS, & ABILITIES: Knowledge of the principals and practices of epidemiology. Skill in applying statistical methodology in solving epidemiological problems, including knowledge of study design development, power analysis and confidence intervals, frequency measures and outbreak analysis, and sample size determination. Ability to plan and manage epidemiological and data projects. Ability to collect, analyze, and interpret population health data. Knowledge of and ability to use various tools for effective health and demographic data mining, queries, analysis, and display, such as programming and statistical software (i.e., R, SAS) and data visualization software (i.e., Power BI, Tableau, ArcGIS). Excellent written and oral communication skills, including the ability to translate technical information into non-technical terms and appropriately manage sensitive information. Ability to work independently and in a team environment. Ability to maintain the security of sensitive and confidential information in accordance with applicable confidentiality requirements. Ability to demonstrate sound judgment by taking appropriate actions to identify problems and work creatively to resolve them, considering the impact of actions on the department. Ability to identify results of efforts and problems identified/potential problems and to develop and recommend corrective actions to supervisor. Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization, including with stakeholders who may have different knowledge and comfort with data and public health surveillance.
