Perinatal Addiction Specialist

Supervises the implementation and evaluation of the statewide initiative to reduce perinatal addiction within Central New Jersey; provides education, resources, and screening tools regional health care providers, hospitals, and consumers. This thirty-hour (30) hour a week position does not entail one on one counseling with clients. Essential Duties and Responsibilities include the following: Facilitate implementation of statewide initiative of DHSS/Perinatal Health Services staff. Coordinate activities with the regional Centers for Excellence for alcohol related neurodevelopmental disorders. Supervise and collaborate with the Perinatal Addictions Reduction Specialist on planning and implementation of activities. Increase the identification of substance abusing pregnant women and infants with drug related disabilities and refer them to appropriate services. Facilitate communication with the Risk Reduction Specialist employed by the Regional Perinatal Centers. Train 500 health professionals per region, annually, resulting in the risk assessment of over 5,000 women per year, per region. Ensure that all providers serving women within the regions disseminate information and literature that address the effects of alcohol and other substances on self, family, and pregnancy outcome. Develop an evaluation tool and provide documentation to the Perinatal Health Services Program of the efficacy of the screening tool that has been implemented in the region and the resulting referrals from this screening process. Organize regional public information and education campaigns. Maintain and update a regional directory as well as a component of the Regional Perinatal and Pediatric plan, hospitals/agencies, that provide both addiction treatment services and prenatal services. Identify hospitals/agencies that provide both addiction treatment services and prenatal services in the same agency, encourage linkage of their services, and integrate access to risk reduction services for their pregnant clients, where possible. Maintain referral networks within the region to facilitate treatment for substance abusing pregnant women and their infants. Maintain and hold quarterly meetings of the Central NJ MCHC regional FAS and Perinatal Addiction Teams/Advisory Committee to oversee coordination and integration of all regional and community services as they relate to Perinatal Addiction. Coordinate all activities as they relate to the Perinatal Addictions Program grant. Adhere to the requirements described in Attachment C. Participates in health fairs, special projects or grants, ensuring compliance with objectives as appropriate to the project or grant assigned. Other duties may be assigned. Working Conditions: There are no unusual work conditions associated with this position. Noise level in the office is moderate. Professional/business attire is required. Employees are required to attend meetings at external locations and will therefore experience external weather conditions. Requirements Education: Master's Degree prepared registered nurse (RN) with a current license issued by the New Jersey Board of Nursing or social worker (SW) with a New Jersey social work license/certification AND A license as a Licensed Alcohol and Drug Counselor (LCADC) issued by the New Jersey Division of Consumer Affairs. Certification as a Perinatal Addiction Specialist (CPAS) preferred. OR Registered Nurse with a current license issued by the New Jersey Board of Nursing and Certification in Addiction (CARN) by the Addiction Nursing Certification; or a Bachelor's Degree prepared individual with a license as a Licensed Alcohol and Drug Counselor (LCASC) and at least 2 years of experience in addiction services OR Registered Nurse with current license issued by the New Jersey Board of Nursing with Certification Alcohol and Drug Counselor (CADC) issued by the New Jersey Division of Consumer Affairs; or a Bachelor's Degree prepared individual with Certification Alcohol and Drug Counselor (CADC); with at least 2 year of experience in addiction services And Approval for hire by the Department of Health Experience: Minimum of two (2) years of experience in the field of maternal and child health and/or substance abuse prevention, intervention or treatment is required. At least one (1) year of supervisory experience, specialized training and experience in Perinatal addiction required. Experience in planning, policy development and interpretation, and evaluation of programs preferred. Experience organizing and conducting training and education programs. Capacity to function effectively and sensitively to the community and clients of culturally diverse populations. Knowledge and experience relating to the field of non-profit and education is strongly preferred. Computer proficiency required with Microsoft programs including Windows, Outlook, Office 2007, Access, Excel, Power Point, Publisher and Word. Strong interpersonal & oral/written communication skills required. Valid Driver's license with the ability to provide proof of ongoing automobile insurance coverage is required. This position will entail reimbursable local and statewide travel utilizing personal vehicle. Physical Requirements: Employees are required to occasionally lift up to twenty pounds of materials or equipment.
