We are seeking a compassionate individual to join our team as a Program Accuracy Specialist. The Nebraska Department of Health and Human Services is in search of a candidate with expertise in assisting Developmental Disabilities (DD) providers and individuals accessing Home and Community-Based Waiver services. Under general supervision you will: Conduct desk reviews, on-site, or in-person interviews, audits, and monitoring of DD and AD providers for individuals receiving Home and Community-Based Waiver services. Conduct in-person and/or virtual participant experience interviews of individuals receiving DD and AD HCBS waiver services. Perform scheduled, ad hoc, and surprise on-site monitoring activities at DD provider sites. Determine level of compliance and recommend corrective actions for remediation purposes and program improvements. Validate monitoring based on CMS Home and Community-Based (HCBS) Waiver regulations, State guidelines and the HCBS Final Setting Rule. Garner knowledge of individual's support plans and behavioral, mental, and physical health needs of participants. Provide feedback and real-time technical assistance to DD providers and DHHS Service Coordination staff. Interpret and apply State and Federal regulations in day-to-day work activities. Responsible to recognize and report abuse, neglect, and exploitation. Write reports, prepare correspondence and other documents as necessary. Assist in development of Quality Assurance Tools and training materials. Attend team meetings to discuss identified problem areas, new regulations, and/or changes in procedures. Collaboration across DHHS to ensure the mission of the division is carried out successfully. Additional Job Description Non-traditional work hours may be necessary. Up to 50% travel is required. Requirements / Qualifications Minimum Qualifications: Two years experience in a health and/or human services field or public service organization with responsibility for determining eligibility, assessing public assistance needs, or case management using program rules and regulations OR 24 semester hours of post high school education in behavioral sciences, social sciences, public/business administration, adult education or closely related field and experience in eligibility determination or assessing needs for public assistance and/or social services programs. Preferred Qualifications: Experience with and/or knowledge of HCBS Waiver programs, aging and disabilities services, and quality assurance/improvement principles and processes; able to work with minimal supervision to complete work in a timely manner; ability to work in environment with competing priorities. Ability to review data reports, interpret findings, and provide actionable recommendations based on results. Other: Possess a valid driver's license and have immediate access to a reliable vehicle. A state vehicle may be provided depending upon office location. Knowledge, Skills & Abilities Must have the intellect, temperament, and flexibility to work effectively in a fast-paced environment with high expectations for excellence. Must possess superior organization, planning, coordination, and multi-tasking skills and show the ability to manage, prioritize, and reprioritize concurrent projects in an environment with frequent interruptions. Must provide excellent customer service and interact professionally with stakeholders. Must be highly detail oriented (natural keen eye for details, cares about and understands the importance of them). Must be able to effectively build relationships based on trust, consistency, and proven competence across multiple levels of the organization and with external partners to achieve results. Skilled in employing a collaborative, consultative approach to compliance adherence. Must demonstrate excellent verbal and written skills, computer skills, and ability to work both independently and as part of a team.
