Real Estate Appraiser I
Gloucester County is seeking a qualified professional with ambition for a career in appraisal work. Our Real Estate Appraiser I performs responsible entry-level technical work in appraising residential and commercial property within the County to determine market value for tax purposes. Work involves measuring, sketching and inspecting properties, and entering data using a Computer Assisted Mass Appraisal (CAMA) system. Work is assigned and performed under the continuing direction, guidance and supervision of the Real Estate Assessment Manager. Hiring Salary- $47,247 (Depending on Qualifications) Job Highlights
Conducts inspections; collects field data on new construction and building improvements; determines exterior and interior dimensions of buildings, classifying and grading, building components, quality of construction and workmanship, and determines functional and physical depreciation of the structure. Maintains guidelines necessary to produce accurate and equitable property values throughout the County using statistical analysis, reporting tools such as SQL Report Server, ArcGIS, local market indicators and the CAMA System. Verifies and reviews accuracy of information prior to Land Book entry. Maintains and verifies a variety of data and records pertaining to real property assessments, building permits, and personal property to be appraised; uses computer programs to enter/change property records and data. Studies building plans and specifications to obtain data regarding size, type of construction and other factors which affect property value. Prepares field sheets on each parcel, enters data using a Computer Assisted Mass Appraisal (CAMA) system to determine real property assessment. Maintains records of property assessment activities and prepares reports as needed. Prepares abatements and building supplement records, ensuring accuracy of all values and specifications. Confers with property owners to obtain information and/or explain property assessment methods, procedures, techniques, values, etc. Assists the general public with real estate and personal property assessment problems; works to resolve customer problems. Performs other duties as assigned. Qualifications
Possession of an Associate's degree in real estate, business administration, or a related field. One (1) to two (2) years of experience in real estate appraisal with a minimum of one IAAO course, or a closely related field involving public relations. Any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Special Requirements
Proficient with computer software applications such as Excel and Word. Knowledge of relational database characteristics. Possession of a valid driver's license; possess and maintain a driving record that meets established Gloucester County Driving Standards. Must be available to work flexible hours and/or overtime during deadlines and extremely busy times. Virginia Licensed/Certified Residential Real Estate Appraiser license is preferred. Completion of the following is required within 2 years of employment: IAAO Course 101- Fundamentals of Real Property Appraisal IAAO Workshop 171- Standards of Professional Practices and Ethics or IAAO Workshop 151
