Northrop Grumman is currently seeking an Operations Research Analyst - Level 5 Or Level 6, to join our team. The preferred location for this role is McLean VA. We may consider one of our other major Space sector locations. Join the Space revolution and make the impossible, possible. This position can be filled at either a Level 5 Or Level 6. In this job, you will: Plan all aspects and lead the development of Rough Order of Magnitude (ROMs), Budgetary Planning Estimate (BPEs), or cost targets for large/complex efforts. Generate and present analyses for key executive reviews. Formulate estimating methods for new technologies using company data. Develop and maintain estimating factors, regression analysis and estimating relationships. Provide guidance and instruction to junior analysts on assignments. Support Analysis-of-Alternatives (AoAs), Business Case Analyses (BCAs), affordability initiatives, should-cost exercises, engineering trade analyses and Design-to-Cost (DTC). Initiate and lead cost studies to generate metrics and analysis for business use. Guide or perform data collection, normalization, and analysis. Assist in developing, maintaining and delivering training. Utilize proprietary and commercial models and software tools. Provide data visualization and relational analysis. Act as thought leader and primary contributor to the Sector historical cost and technical database. Lead and support Independent Cost Evaluations (ICE) in support of the company-wide governance and risk management process. Identify and evaluate risk and opportunities in cost estimates, terms and conditions, and all other business management related functions. Key interface to counterpart US government cost estimating organizations. Other duties as assigned. Basic Qualifications: Bachelor's degree in Science, Technology, Engineering, or Math (STEM) with 12+ years of professional experience in Cost Modeling and Data Engineering - OR - Master's degree in Science, Technology, Engineering, or Math (STEM) with 10+ years of professional experience in Cost Modeling and Data Engineering. Basic Qualifications for a Level 5: Bachelor's degree in Science, Technology, Engineering, or Math (STEM) with 12+ years of professional experience in Cost Modeling and Data Engineering - OR - Master's degree in Science, Technology, Engineering, or Math (STEM) with 10+ years of professional experience in Cost Modeling and Data Engineering. Basic Qualifications for a Level 6: Bachelor's degree in Science, Technology, Engineering, or Math (STEM) with 14+ years of professional experience in Cost Modeling and Data Engineering - OR - Master's degree in Science, Technology, Engineering, or Math (STEM) with 12+ years of professional experience in Cost Modeling and Data Engineering. Additional Basic Qualifications for both levels: Demonstrated experience in business management and labor and non-labor cost estimating. Experience with various estimating techniques for estimating new aerospace systems. Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion. Advanced Excel skills. Experience with cost data normalization and transformation. Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of functions and people. Ability to travel up to 15% of the time. Requires an active U.S. Government DoD Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access. US Citizenship is a prerequisite. Preferred Qualifications: Experience estimating Major Defense Acquisition Programs (MDAPs) or equivalent and or performing Life Cycle Cost (LCC) estimates. Experience working in space systems programs. Experience with parametric estimating techniques and principles. Experience using industry tools such as SEER, Crystal Ball, ACE-IT, USCM. Experience with data visualization tools, e.g. Tableau and/or Power BI. Experience with languages and tools such as R, Python, ML models, etc. Relevant experience including exposures in the cost/business management/ops research world, with a strong knowledge of quantitative risk techniques, cost and risk modeling, and government contracts. Database design/SQL experience. Experience in the aerospace industry.
