Senior Public Works Department Manager
Help serve as the senior civilian employee at the Public Works Department (PWD) responsible for the delivery of a full spectrum of public works services to the installation and supported commands to enable mission success. Direct, control and coordinate all operations within the Public Works Department using broad knowledge in facilities management, technical, financial and administrative skills. Formulate and monitor PWD budget requirements taking into account workload forecasts, payroll requirements, travel, training and other overhead requirements. Direct Public Works Department subordinate supervisors, evaluate performance and hear grievances or complaints not resolved at lower levels of the department. Review disciplinary actions and interact with union official in accordance with negotiated bargaining unit agreements. Maintain liaison with senior level leaders throughout the installation and NAVFAC. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain a current valid United States driver's license. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. This is a Mission Essential position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: preparing long-range plans as well as funding requirements for a facility maintenance and sustainment program; providing guidance relating to operations of a public works department; coordinating assets to schedule and execute facilities projects; recommending business solutions to issues in facility operations; leading dynamic teams of peers and subordinates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs. This job does not have an education qualification requirement.
