Job Title
To plan, organize, manage, and supervise all aspects of operations of the Killeen Animal Services. To ensure effective and efficient operations and compliance with all applicable local, state, and federal regulations. Supervision Exercised Directly supervises the Animal Shelter Managers in Killeen and Fort Hood and oversees supervision of all Animal Services personnel and volunteers. Essential Duties
Responsible for ensuring the mental and physical health, well-being, and placement of all shelter animals, including maintaining a working relationship with local veterinarians and consulting with them on general and specific matters, as necessary. Organizes regular programs to meet the mission of the organization and the needs of the general public. Maintains the physical and security needs of the property of both animal shelters. Prepares and presents budget documentation for annual review and submission. Develops and completes preventative and required maintenance for facility equipment, buildings, and grounds. The Director will maintain professional, working relationships with other animal welfare organizations to further our cause and realize our mission. Develops and implements continuous training programs for staff and volunteers. Prepares new animal services related ordinances and recommends amendments to existing City ordinances, if applicable. Receives and responds to citizens' complaints and requests for information regarding animal related services and activities. Compiles materials related to animal services, prepares narrative, statistical, and graphic reports for various programs and reports. Reviews complaints against personnel or operational procedures, making recommendations for disciplinary action or policy change, if appropriate. Maintains correspondence with vendors and completes purchasing documentation in compliance with City purchasing procedures. Provides humane treatment to animals. Serves as a member of various employee committees. Attends meetings and events that represents the animal services division. Attends City Council meetings to address any related animal services operations. Tracks and manages essential terms and conditions of external vendor contracts to support effective vendor relationships and contract compliance. Attends Animal Advisory Board meetings to represent the department, stay informed on relevant issues, and provide input on policies and initiatives affecting animal welfare and services. Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's personnel Rules and Regulations; and comply with the City of Killeen driving policy. Performs other duties as assigned. Required Minimum Qualifications
Education and Experience: Bachelor's Degree from an accredited college or university, and Five (5) years of management experience in Animal Control or Public Health Zoonosis Control, or Any equivalent combination of education and experience. Knowledge, Skills and Abilities: Knowledgeable with state and federal laws pertaining to Animal Control. Knowledgeable with the cause of rabies, other zoonotic diseases, methods of treatment, clinical symptoms, and other animal diseases. Knowledgeable with management principles and practices. Knowledgeable with animal breeds and species. Knowledgeable with capture, handling, feeding and general care of domestic animals. Ability to display compassion for animals and their well-being. Ability to operate tools and equipment assigned to the department. Ability to prepare and explain new or amended animal control ordinances. Ability to learn the applicable laws, ordinances, and department rules and regulations. Ability to effectively assign, direct, and review the work of animal services personnel and volunteers. Ability to communicate effectively orally and in writing. Ability to exercise sound judgment when making decisions in emergency and non-emergency situations. Ability to follow verbal and written instructions. Ability to make public presentations and effectively communicate with the general public. Special Requirements: Must have a valid driver's license by date of hire. Must have Texas Driver's License within 90 days of hire. Must have pre-rabies exposure series or able to obtain the series within three (3) months of hire. Animal Control basic certification. Must hold a DEA license in accordance with a municipal shelter. Tools and Equipment Used
Must be able to operate animal Services equipment such as catch poles, snares, tongs, and euthanasia equipment. Must be able to operate office equipment, to include telephones, fax machines, copiers, and computers. Must be able to use portable handheld radio equipment and base radio. Physical Demands
