This position is the team lead of the Project Management Office, which provides oversight of the function within the bank to ensure effective project management of risk management related projects with cross department and risk strip impacts to drive compliance with regulatory requirements and expectation. The role oversees a small team and manages project management delivery across multiple departments. Responsibilities
Project Management Governance Develop and maintain project management office policy, procedure, and standards. Oversee project management framework implementation and ongoing operations. Ensures that the Bank's project management practices continues to align with regulatory expectations. Project Management Project Delivery Collaborate with all internal stakeholders and perform as the central project management function for all risk management related projects. Plan, design, and implement technical solutions and/or process changes related to risk management. Analyze project data, including project schedules, risks, and resource allocation. Guide project owner to conduct risk assessment, feasibility study, and cost analysis. Identify internal/external risks related to development, acquisition, and maintenance activities. Implement relevant controls and mitigation for risk as part of the project lifecycle. Support all stages of project delivery phases (initiation, planning, development, implementation, close out, ongoing maintenance). Support project management, including coordinating deadlines, facilitating project prioritization, reporting and stakeholder communications. Management Reporting Report to senior management and oversight committees periodically, providing updates on program status, changes, and any issues that arise. Respond to internal/external audit and regulatory inquiries related to project management. Monitor and report risks related to development, acquisition, and maintenance activities. Team Management Manages a team of and provide coaching and performance evaluation. Provide leadership and role model for project management practices. Qualifications
Bachelor's degree required. Master's degree preferred. 13+ years of relevant experiences in Project management office and Financial risk management. Project Management certification; Risk management certification preferred. Specialty in major risk areas such as credit, market and operational risk in the financial services industry. Experience with project management and/or change management for implementing new systems and/or solutions. Experience with enterprise risk management framework and coordination with technology teams preferred. Strong analytical and quantitative skills. Proactive identification of risks and ability to propose solutions. Ability to negotiate and influence at all levels, even in the absence of formal reporting relationship. Ability to write formal reports and deliver formal presentations. Bilingual skills (English and Chinese) preferred. Pay Range
Actual salary is commensurate with candidate's relevant years of experience, skillset, education and other qualifications. USD $150,000.00 - USD $280,000.00 /Yr.
