Technical Project Manager
TMC Technologies is in search of a Technical Project Manager to support a federal client in Washington, D.C. The candidate must be a US citizen and possess an active Top-Secret clearance to start due to federal contract requirements. The Technical Project Manager will be responsible for: Leading a small 2-4 person team focused on delivery of SharePoint services to the organization, managing the team, and conducting project management activities (schedules, risks, etc). Successfully managing SharePoint support services within cost/schedule/quality/scope requirements. Demonstrating capability to use MS project and schedule management, SharePoint for project reporting, and SharePoint or another requirements tool for requirements and task management. Taking ownership and accountability for delivery of projects and deliverables. Performing business analysis activities including business process elicitation, as-is and to-be documentation, gap analysis, etc. Performing requirements elicitation/gathering (use cases, user stories, system requirements), vetting, and documentation as needed. Using their understanding of SharePoint Subscription Edition (SE), SharePoint Online, and future versions of SharePoint to help solve business problems. Developing and presenting effective SharePoint-based solutions to client's needs. Reading and interpreting documents such as requirements definitions, installation instructions, technical articles, and procedure manuals. Prioritizing work and meeting deadlines required for this task order. Providing critical thinking, problem solving, and most critically attention to detail and quality. Consistently maintaining a positive attitude and work ethic to deliver on-time and above standard documents. Collaborating with a multi-disciplinary team, participating in reviews, and conducting/leading meetings. Ensuring reviews of the system, architecture, design, and support model for solutions are conducted with OPA and additional FBI Units to ensure the product meets support requirements for the Microsoft Tools Platform and adheres to the guidelines of the ATO. Ensuring the team provides support for short-term advice, guidance on problems not covered by standard problem resolution processes, and consultations on design, development, and deployment issues for the BuNET and Inside the Bureau community. Coordinating with other Sections and Units within the Bureau required to support OPA's technology solutions in order to adhere to the FBI Lifecycle Governance. Ensuring all documents are reviewed for clarity, presentation, organization, and style; readability and suitability to audience; and conformance to published standards. Providing a process to OPA for supporting critical incidents 24 hours a day, 7 days a week by the team that includes a designated support resource and a back-up to ensure issues deemed critical are responded to around the clock. Providing critical problem alerts with notifications of potentially high-impact problems to the OPA Unit Chief and team to ensure awareness of potential issues. Job Requirements: Possess a DoD Active Top Secret (TS) Clearance. Candidate shall have the ability to obtain and maintain a SCI. On-site 100% of the time at the government location in DC 5 days a week. CO, COR, and PM/TPOC may approve alternative or offsite work options. Proficient with the Microsoft Office Suite (Project, Word, PowerPoint, Excel, Visio). At least 3 years of Project Management and team leadership experience. At least 3 years of full SDLC functional experience including Agile. At least 3 years of functional software development cycle in the areas of requirements development, testing, and training. At least 8 years of functional/technical professional experience. Excellent client relationship and communication skills (written and verbal). Strong communications and interpersonal skills. Ability to read, write, speak, and understand the English Language. Preferred that contractor be PMP certified. Preferred that contractor be Scrum Master Certified. Preferred contractor with prior Federal Government experience. Preferred that contractor has an understanding of the FBI. BS/BA degree in computer science, business, or a related field.
