Job Description
Manages a large team typically consisting of both experienced professionals and subordinate Managers. Focuses on tactical and operational plans with short to mid-term focus; significant responsibility to achieve broadly stated goals through subordinate Managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Requires broad management and leadership knowledge to lead project or program teams in one division/job family. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for divisional programs. Strategic Leadership
Develop and execute HR strategies that support organizational goals and workforce needs. Serve as a trusted advisor to the executive team on talent, culture, and organizational development. Lead workforce planning initiatives, including succession planning and staffing forecasts. Talent Management
Oversee recruitment and onboarding to attract top talent and foster a diverse workforce. Manage performance appraisal systems, employee development, and retention strategies. Champion employee engagement, recognition, and professional development initiatives. Compliance and Policy
Ensure compliance with all applicable labor laws, HR policies, and government regulations. Review and update HR policies and employee handbooks regularly. Oversee HR audits, benefits administration, and reporting for state, federal, and funding entities. Employee Relations & Culture
Promote a positive and inclusive work environment consistent with agency values. Provide leadership in handling employee concerns, disciplinary procedures, and conflict resolution. Lead DEI initiatives and facilitate training on cultural competency, ethics, and HR practices. HR Operations
Supervise HR staff and ensure efficient, compliant HR operations while mentoring and developing the HR team. Manage vendor relationships (e.g., benefits providers, HRIS systems). Monitor HR metrics and provide reports to leadership on key workforce trends and risks. Budget & Resource Management
Develop, manage, and monitor the Human Resources department's annual budget. Ensure cost-effective use of HR resources, including staffing, benefits, training, and technology. Provide regular budget reports and forecasts to executive leadership and contribute to agency-wide budgeting efforts. Evaluate and negotiate vendor contracts for HR services to maximize value and efficiency. Qualifications
Bachelor of Science - Human Resources Management, Experience (7-10 years), Professional in Human Resources (PHR) - Human Resource Certification Institute, SHRM Certified Professional - Society for Human Resources Management (SHRM) Experience
