The Senior Manager, Operations, will serve as a key leader within our Industrial & Environmental Hygiene Division. This role is primarily responsible for developing, implementing, and managing a comprehensive program for soil and excavated material handling. The Senior Manager, Operations (Hazmat) will bring extensive experience in environmental regulations, project management, and team leadership, with a strong focus on compliance with New York State Department of Environmental Conservation (NYSDEC) Part 360 regulations. Responsibilities include: Develop and implement standardized operating procedures (SOPs) for soil characterization, tracking, transportation, disposal and importation to ensure consistency and compliance across projects. Conduct regular audits and inspections of soil disposal practices and facilities, and material suppliers to ensure ongoing compliance and identify areas for improvement. Manage environmental risks associated with soil disposal and acceptance, developing mitigation strategies and responding to any non-compliance issues. Lead and manage a small team of environmental professionals, fostering a collaborative and high-performance work environment. Proven experience in contract development and managing environmental programs, particularly those involving waste or soil disposal. Strong project management skills, with the ability to manage multiple priorities and deadlines. Exceptional communication (written and verbal), negotiation, and interpersonal skills. Makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline of staff. Recommends policies and procedures related to their assigned area(s). Participates in making division, department, and organization-wide recommendations to the appropriate Director. Performs the duties of assigned staff when necessary. Performs related tasks as assigned. Preferred Skills & Qualifications: Demonstrated expertise and in-depth knowledge of NYSDEC 6 NYCRR Part 360 regulations is mandatory. Working knowledge of NYCDEC 6 NYCRR Part 370, 371, 372, 373, 374 & 376, and associated Resource Conservation and Recovery Act (RCRA) hazardous waste management regulations and practices. Civil Service Classification: Managerial - Non-Competitive Salary Range: $130,000 - $175,000 Posting Closing Date: Open Until Filled Education

Work Experience

Ten years of full time diverse experience in area of discipline; five years experience must have been in supervisory or management capacity; or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to New York State Professional Engineers, Registered Architects or candidates with knowledge or experience in: government safety or construction standards; managing complex personnel and technological issues; working effectively on a wide range of subjects, including policy formulation, budgetary control, scheduling and making highly technical operations decisions; dispute resolution, management and communications skills.
