Job Summary
The Compliance and Grants Manager is a key member of the Planning and Marketing Department, responsible for the management of the transit agencys grants portfolio and ensuring compliance with federal, state, and local regulations. This role will also work to ensure compliance with all grant requirements including Title VI, Americans with Disabilities Act (ADA), for both fixed-route and paratransit services. This position reports to the Director of Planning and Marketing and will be integral to ensuring that the agency remains compliant with critical regulatory requirements while securing funding opportunities that support its mission to provide safe, reliable, and accessible public transit services for all members of the community.
SUPERVISORY RESPONSIBILITIES
Responsible for managing and supervision of assigned staff, performance management and other personnel processes, including, but not limited to, hiring, setting individual goals and objectives, providing guidance, training, direction, corrective action, and separations. Essential Functions
Identify and pursue federal, state, and local grant opportunities for operating as well as Capital Projects that align with the agencys strategic goals
Oversee and coordinate the preparation and submission of grant applications, ensuring all required documentation is accurate and complete
Track and monitor grant-funded projects to ensure compliance with grant terms, timelines, and deliverables
Prepare quarterly and annual grant reports, amendments, extensions, and closeout documentation when necessary
Provide Project Management support on special projects as assigned
Ensure compliance with federal and state requirements, including but not limited to: Title VI of the Civil Rights Act (nondiscrimination in service delivery), ADA requirements for accessible fixed-route and paratransit services and all other applicable state and federal grant requirements
Develop, implement, and maintain policies and procedures to ensure ongoing compliance with applicable regulations
Make recommendations to exceed minimum requirements where appropriate to best meet the strategic goals
Conduct regular reviews of agency operations to ensure adherence to FTA guidelines and other regulatory standards
Serve as the primary point of contact for compliance audits related to civil rights programs or ADA requirements
Provide training to staff on compliance-related topics to ensure awareness and adherence to regulations
Work closely with other departments to ensure compliance requirements are integrated into agency operations and planning efforts
Support post-award financial reporting and audit functions as needed by providing grant-related documentation or clarifications
Collaborate with external stakeholders, including funding agencies, regional partners, and community organizations, on compliance matters
May serve as a back up to the Planning Manager
Prepare required reports for federal, state, and local agencies related to civil rights compliance (e.g., Title VI Program updates or ADA assessments)
Prepare written correspondence responding to civil rights or related complaints.
Maintain accurate records of compliance activities and submit timely reports to funding agencies as required
Represent the agency on regional committees or working groups related to grants or compliance issues
Other related duties as assigned Minimum Qualifications

EDUCATION & EXPERIENCE
Bachelors degree in Planning, Public Administration, Business Administration, or a related field; Masters degree preferred
Minimum of 5 years of experience in grants management or regulatory compliance within public transportation or a similar field
Two (2) years of supervisory experience and leading teams preferred
Demonstrated experience and strong knowledge of FTA regulations, particularly those related to Title VI, ADA programs, and other civil rights requirements
Familiarity with public transit operations (fixed-route and paratransit) is highly desirable Licenses and Other Requirements
Valid drivers license when driving a district or vehicle on business. Benefits
