1. Responsible for program development and accountability. 2. Assists in the hiring and orienting of new staff and oversees timekeeping for counselors in the program. 3. Responsible for budget formation and monitoring so as to stay within approved budget. 4. Lead staffing meetings in which client progress is discussed and ongoing treatment planning occurs. 5. Develop, track, and manage quality/performance improvement projects. 6. Provide direct clinical substance use disorder (SUD) services including intakes, group counseling, and individual therapy. 7. Document all services provided in accordance with departmental and organizational standards. 8. Work collaboratively with other care providers both within the department and throughout the organization. 9. Actively work to create a positive work environment in part by demonstrating teamwork and cooperative, responsive behavior. 10. Coordinate communication of clinical information with managed care companies to assure authorization of payment for services as needed. 11. Participate in meetings and committees as assigned. 12. Work to establish and maintain appropriate communication with the Department of Corrections. 13. Monitor patient flow and throughput and make adjustments to the program as needed. 14. Utilize holistic approaches to assessing and providing services to clients. 15. Complete personnel management activities such as performance evaluations, investigating and resolving complaints, and providing disciplinary action and coaching. 16. Ensure compliance with regulatory requirements including State of Iowa SUD Licensure and Joint Commission. 17. Review and edit current policies and form new policies and standard operating procedures as necessary. 18. Attend applicable behavioral health association or State meetings to stay abreast of industry trends. 19. Maintain knowledge of the civil commitment and criminal processes to work effectively with clients referred from civil/criminal court systems. 20. Maintain a working knowledge of medications used in the treatment of clients diagnosed with substance use disorders. 21. Embrace and support Diversity, Equity, and Inclusion initiatives. 22. Perform other duties as assigned. Performance Standards

1. Maintain productivity determined by AVP of Behavioral Health. 2. Complete documentation within required timeframes both for the organization and the State of Iowa. 3. Attendance pattern meets BMC standards. 4. Consult and cooperate with BMC care providers to ensure optimal exchange of information, problem solving and maintenance of a positive working relationship. 5. Demonstrate effective communication methods and skills, using chains of command appropriately. 6. Demonstrate service excellence in all activities and interactions. 7. Understand and use the most recent DSM and ASAM for determining diagnoses and level of care needs. 8. Demonstrate strong written and verbal communication. Minimum Qualifications

1. Three years of experience as a Chemical Dependency Counselor. 2. Experience providing group therapy. 3. Bachelor of Arts or Bachelor of Science degree. 4. Certified Alcohol and Drug Counselor (CADC) certification. 5. Demonstrated leadership abilities. 6. Computer competence. Preferred Qualifications

1. International Alcohol and Drug Counselor (IADC) certification. 2. Licensed Independent Social Work degree (LISW) or Mental Health Counselor (LMHC). 3. Leadership experience. 4. Understanding of Iowa Behavioral Health Reporting System (IBHRS). 5. Understanding of Joint Commission and State of Iowa SUD licensure requirements.
