Finance Specialist
The position will work as the Finance Specialist for the Bureau of Water Supply to be housed at the MSDH Central Office in Jackson, MS. This position coordinates and/or performs the financial activities for the Bureau of Public Water Supply within the MS State Department of Health. Job duties include: Performs financial accounting for large federal grant funds received by the Bureau. Performs financial accounting of contracts, independent contracts, and subgrants. Assists Bureau Director of the Bureau of Public Water Supply and Environmental Health Finance Director in developing annual budgets and making necessary revisions. Provides monthly financial reporting on revenue and budget utilization to ensure compliance with state and federal regulations and guidelines. Provides assistance with grant applications, administration of federal funds, and reporting for the Bureau. Provides regular updates regarding receipts and expenditures by fund to Bureau Director and Environmental Health Finance Director. Provides budget analysis of funds and makes recommendations for utilization revisions. Provides monthly updates/reports on grant and fee fund utilization and provides assistance to Bureau Director on required budgetary changes. Must have accounting experience. Must be proficient with accounting software and MS Excel. Budgetary experience, preferred. Experience with MAGIC, preferred. Candidate must have the ability to multi-task, have excellent written and verbal communication skills, and be able to adapt to changes quickly. Candidate must be able to use professional judgment for problems and situations involving financial concerns. Typically requires a Bachelor's Degree and 2-4 years of experience and/or appropriate certification.
