Director Of Business Development (Navy)
QinetiQ US is seeking an accomplished Director Of Business Development (Navy) with extensive experience in Navy programs to lead growth initiatives within our Solutions sector. This position requires a proven leader with deep understanding of U.S. Navy operations, acquisition processes, and capability gaps-able to drive full lifecycle business development and strategic capture activities across the Naval domain. The ideal candidate will bring a successful track record of developing and winning large-scale defense programs and building strategic partnerships across the Department Of Navy, Marine Corps, and related international markets. Our portfolio spans cutting-edge design, prototyping, integration, and deployment of advanced naval technologies-from carrier launch systems (EMALS/AAG) to integrated C4ISR and electronic warfare systems. We support ship, submarine, and unmanned maritime platforms and maintain strong relationships with the Navy's acquisition ecosystem. Lead the identification, shaping, qualification, and capture of new business opportunities supporting U.S. Navy, Marine Corps, and select international naval customers. Own the full "cradle-to-grave" business development process using the QinetiQ QWIN and Shipley capture methodologies. Grow existing business and expand our footprint in Navy programs, leveraging a deep understanding of customer missions and programmatic priorities. Develop and lead capture strategies for high-value, complex bids aligned with corporate growth objectives. Build and maintain trusted relationships with key stakeholders across the U.S. Navy, NAVSEA, NAVAIR, MARCORSYSCOM, ONR, DSCA, and relevant international partners. Provide leadership over proposal development efforts including color team reviews, solutioning, teaming strategies, pricing alignment, and executive reviews. Serve as the face of the organization to external stakeholders, including Navy program offices, primes, OEMs, and international customers. Drive internal collaboration across engineering, product, manufacturing, finance, and capture teams to align business development efforts with programmatic and technical execution. Inform strategic planning, pipeline development, and go-to-market strategies in support of corporate objectives. Provide mentorship, vision, and talent development to junior BD and capture team members. Actively support federal public policy advocacy and technology awareness efforts through coordination with QinetiQ's Global Government Relations (GGR) team. Required Qualifications
Bachelor's degree and 12+ years of relevant experience in defense/aerospace BD, or an advanced degree and 10+ years of experience. Strong Navy domain knowledge, including shipbuilding, C4ISR, combat systems, weapons systems, or electronic warfare. Military or industry experience developing or acquiring Navy defense systems or platforms. Demonstrated success capturing and leading strategic defense programs ($50M+ total contract value). Deep familiarity with the DoD acquisition process, including DoD 5000 series and PPBE methodology. Experience working with U.S. Navy program offices, acquisition commands, and capability sponsors. Active and transferable U.S. Secret security clearance. Preferred Qualifications
Bachelor's degree in STEM field. Prior Navy or Marine Corps operational experience (especially with platforms like DDG, LPD, or CVN) or acquisition billets (e.g., N85, NAVSEA, NAVAIR). Experience working on international FMS programs or with allied naval forces. Familiarity with shipboard systems such as SPY-6, EMALS, AAG, or advanced combat systems. Understanding of proposal development tools, such as Shipley BD Lifecycle and QinetiQ's QWIN framework. Experience with training range systems, systems integration, and prototype development for naval platforms. Program management or engineering leadership experience in naval systems.
