The Washington State Agency intends to issue one (1) Work Order to engage two (2) full-time Senior Application Developers to support ongoing application development efforts. All resources and deliverables must meet the qualifications outlined herein. Any changes to the Work Order's financial ceiling require prior written approval.
Position Title
Senior Application Developer (2 Positions)
Gross Salary Range -
$120K - $150K(Annual) Responsibilities
The Senior Application Developers will work within an Agile team environment to perform the following key functions:
Analyze and translate business and functional requirements into technical specifications. Design and develop application components, including:
UI wireframes and mockups in compliance with WCAG 2.2 AA standards. Responsive layouts, screen flows, and interactive user interfaces. System integration specifications, data flows, and business logic. Database schemas, data dictionaries, stored procedures, and data contracts.
Develop and deploy enterprise web applications using:
ASP.NET Core, C#, MVC, HTML5, CSS, Bootstrap, JavaScript, jQuery, JSON, REST, T-SQL, LINQ, SQL Server Power BI for dashboards, reports, and data visualizations. Windows Server 2019, IIS 10, Azure DevOps, and Azure cloud services Test-Driven Development (TDD) with NUnit
Participate in:
Code reviews, peer programming, and technical documentation Agile ceremonies (e.g., sprint planning, retrospectives) Regular status reporting on progress, risks, and impediments
Perform other duties as assigned by the Juvenile Court Supervisor. Engagement Period

Work Location
Hybrid: Minimum two (2) days onsite per week required. Minimum Qualifications (Per Developer)

Deliverables & Acceptance Criteria
1. Software Development
Source code must:
Compile without warnings and comply with coding standards Be well-commented and documented Include complete and functioning .NET/SQL artifacts
Automated tests must:
Achieve ≥80% coverage, including error and boundary cases Pass all continuous integration builds
2. Deployment Documentation
Must include:
Environment architecture diagrams and configuration scripts Rollback procedures and troubleshooting guidelines Detailed deployment instructions for test, staging, and production Configuration options and best practice recommendations Alignment with project deployment tools and processes
3. Weekly Status Reports
Must summarize:
User stories and tasks completed Defects reported and resolutions Progress to date and blockers Issues requiring further analysis Collaboration updates via Azure DevOps
Note:
All application design artifacts require prior approval by project leadership. All software deliverables must pass formal quality assurance and architectural reviews. Additional Requirements
