Specific skill-set requirements:
Navy systems engineering, Navy DOD acquisition and program experience, program management, and integrated product team leader. Minimum 15 years' related experience.
Strategic Planning
Able to work with program leadership to develop short and long term strategic plans for Subsea and Seabed Warfare (SSW), AUKUS Pillar II. Manage strategic planning for AUKUS Pillar II efforts within the US and partner nation communities.
Budget Review
Able to conduct review of the current and future year budgets to ensure accuracy, adequacy and clarity in accordance with Department of the Navy policy and Federal fiscal law. This review will include an evaluation of executability and alignment with both the short- and long-term strategic plan. Coordinate with OPNAV, OUSD, DIU and DASN on PPBE related tasking.
Strategic Messaging
Write, review and edit numerous program documents to include but not limited to Program Readiness Reviews (PRRs), Reports to Congress (RTC), and Congressional Staffer Briefs. Brief all levels of management and stakeholders on SSW and AUKUS Pillar II status, as required.
Acquisition and Programming
Develop programmatic and analytic tools to support the planning, coordination, and development/deployment of Undersea Warfare (USW) capabilities [Unmanned Undersea Vehicles (UUVs), Subsea and Seabed Warfare (SSW) Mission Systems, and/or various payloads] in conjunction with our AUKUS SSW partners. Prepare and review AUKUS documentation, AUKUS tri-lateral acquisition documentation, plans, and schedules as needed. Participate in Integrated Product Teams (IPTs), Working Groups (WGs), conferences, Table Top Exercises, and any other relevant technical or programmatic forums as they pertain to the AUKUS Pillars and processes.
AUKUS Pillar II
Serve as POC for AUKUS Pillar II - LOE 1 (TTLR), LOE 2 (Common Development Environment), and LOE 3 (SSW). Plan, schedule, and conduct meetings. Participation in all AUKUS related functions. Coordinate and deconflict program stakeholders across different organizations, as necessary.
