The Applications Development Senior Programmer Analyst is an intermediate level position responsible for participation in the establishment and implementation of new or revised application systems and programs in coordination with the technology team. The overall objective of this role is to contribute to applications systems analysis and programming activities. Responsibilities include conducting tasks related to feasibility studies, time and cost estimates, IT planning, risk technology, applications development, model development, and establishing and implementing new or revised applications systems and programs to meet specific business needs or user areas. Additionally, the role involves monitoring and controlling all phases of the development process, providing user and operational support on applications to business users, utilizing in-depth specialty knowledge of applications development to analyze complex problems, recommending and developing security measures, consulting with users/clients, ensuring essential procedures are followed, and serving as an advisor or coach to new or lower level analysts. The position also requires the ability to operate with limited direct supervision, exercise independence of judgment and autonomy, and act as an SME to senior stakeholders and/or other team members. Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets, by driving compliance with applicable laws, rules, and regulations, adhering to policy, applying sound ethical judgment regarding personal behavior, conduct, and business practices, and escalating, managing, and reporting control issues with transparency. Qualifications include 5-8 years of relevant experience, experience in systems analysis and programming of software applications, experience in managing and implementing successful projects, working knowledge of consulting/project management techniques/methods, and the ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements. A bachelor's degree/university degree or equivalent experience is required. The App Dev Sr. Programmer Analyst will play a key leadership role in the design and build out of the HMC (Holiday Master Central) platform, which is aiming to create a unified framework and aligned operational processes to ensure Citi's regulatory obligations are met and sustainable going forward across all impacted legal entities, business lines, and regional regulators. The ideal candidate must have a deep understanding of database design, SQL, and mastery of data analytic skillsets in both qualitative and quantitative against large and complex data structure. Key responsibilities include the ability to perform analysis on large datasets to determine their quality, coverage, complexity, design and drive execution of accurate and reliable database/application modeling, normalize disparate data sets into a common logical model, independently query data from multiple relational databases for analysis, work directly with technology, operations, finance, and business partners to successfully deliver complex projects leveraging our enterprise reference data platform, create BRD/FRD translating business logic into functional requirements, strong communication ability to articulate business concepts and expected functional behavior to developers and engage senior stakeholders, create comprehensive use cases for testing, provide guidance to the local teams on technical challenges and client communication, and project management, implementation, and testing plans. Qualifications must include strong analytical, problem solving, and communication skills, deep experience working with large data sets, strong database design and modeling knowledge, deep understanding of data integrity and normalization, excellent SQL knowledge with minimum of 5+ years of hands-on experience, ability to run analysis and complex SQLs against large sets of data, preferably experience with Oracle DBMS, experience managing the full project cycle for complex business deliverables, technically proficient in Microsoft Office Suite, capable of managing multiple tasks under tight deadlines, and capital markets financial product knowledge a strong plus but not required. A 4-year bachelor's degree or higher in one of the science majors is ideal.
