Performs routine work managing and leading multiple capital projects from inception to completion; performs routine and standard project management work; proficient working knowledge of facility planning, architectural design, engineering, and construction practices; may directly supervise and/or manage assigned personnel; performs other duties as assigned.

Essential Duties
• Manages planning, budgeting, resource coordination, and inspection of multiple, concurrent, mid- to large-size capital projects to include construction of multi-departmental facilities and/or significant infrastructure upgrades, as assigned.
• Prepares and monitors budgets for some projects associated with federal, state, or locally funded sources that directly impact the complexity of planning, construction, and major maintenance activities.
• Coordinates the bidding process for construction projects, leads negotiations, and administers contracts with consultants and contractors.
• Coordinates and task manages internal personnel, consultants, and contractors assigned to aligned projects.
• Monitors and reviews assigned capital projects through all phases independently with general oversight and input.
• Reviews and interprets complex engineering or architectural plans to provide technical recommendations.
• Coordinates work assignments, task delegation, and project scheduling for assigned mid- to large-size capital projects.
• Identifies and escalates critical paths issues and complications to project stakeholders and leadership for resolution.
• Creates and implements solutions to identified project issues with planning, budgeting, and resource allocation.
• Prepares and presents routine and specialized project reports to County leadership, BoS, and public stakeholders.
• Provides ad hoc support to single-department initiatives, routine maintenance tasks, County-centric property development, and small- to mid-size projects involving minimal stakeholders, moderate budgets, and upgrades to departmental infrastructure or facilities.
• Provides ancillary support to peer Capital Projects personnel with individual project tasks and assignments.
• Performs other duties as assigned.
Minimum Qualifications
Education:
Four (4) year degree in related field; architecture, construction, or engineering preferred.
Experience:
Three (3) years of project management experience; PMP certification is preferred. OR: Any equivalent combination of education and experience which provides the necessary knowledge, skills, and abilities.

Positions from this posting may be filled as a Capital Projects Manager or a Capital Projects Coordinator depending on the qualifications and experience of the successful candidate and the needs of the department at the time of hire.
Capital Projects Manager:
Four (4) year degree in related field; architecture, construction, or engineering preferred.
Capital Projects Coordinator:
Education: Four (4) year degree in related field; architecture, construction, or engineering preferred. Experience: Previous experience in project management, construction, engineering, or architecture preferred. OR: Any equivalent combination of education and experience which provides the necessary knowledge, skills, and abilities.

Some positions may require either licensure as a Professional Engineer (PE) or Architect in the Commonwealth of Virginia.
Must work overnight snow contractor management and oversight as scheduled during a storm event.
• Valid driver's license to perform assigned duties in various locations.
• Criminal history record check and fingerprinting of all employees in authorized and hourly safety sensitive positions.
• May require additional division or discipline-specific certification(s) and license(s).
• Successful completion of NIMS ICS 700. Additional NIMS ICS training courses may be required.
Knowledge, Skills and Abilities (KSA) Typically Required:

Occupation-specific:
Considerable knowledge of capital project management best practices in architectural design, engineering, and construction, to manage mid-size to large projects; knowledge of the principles and practices of engineering, architecture, and/or landscape architecture; demonstrated proficiency applying project-relevant laws, ordinances, and codes, developing budgets, cost estimation, fiscal management, and resource allocation/coordination.

Technical:
Computer proficiency in Microsoft Office Suite; familiarity with GIS and computer-aided design (CAD) software.

Interpersonal, Communication and Customer Service:
Strong oral and written skills with the ability to communicate complex technical information; ability to develop and maintain effective working relationships internally and externally.

Decision-making, and Authority:
Work is performed independently under general supervision of Division Director or equivalent; requires strong technical judgment, project management skills, and collaboration with various stakeholders.

Leadership:
May be Supervisory. Demonstrated ability to supervise professional staff; ability to motivate and engage staff; knowledge of principles and practices of effective management and supervision.

Environment:
Ability to work in a wide array of indoor and outdoor locations and weather conditions based on assigned job duties and operational need.

Physical:
Visual and hearing acuity sufficient to interact accurately with a diverse audience of citizens. Physical ability sufficient to perform assigned duties in an office environment and at various other duty-related locations as needed.
