plans, organizes, directs, and reviews all functions and activities of the Police Department including law enforcement investigation, protection of life and property, crime prevention, professional standards, administrative support services and community outreach, and public relations. The Chief coordinates assigned activities with other City departments, officials, outside agencies, and the public; fosters cooperative working relationships among City departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the City Manager in areas of expertise.

THE DEPARTMENT The Folsom Police Department prides itself on building proactive community partnerships and providing a high level of service to the community. The Chief of Police is responsible for executive leadership of the Police Department and is assisted by two commanders: one overseeing the Operations Bureau and the other overseeing the Administration Bureau. The Operations Bureau is made up of Patrol and Neighborhood Services Divisions, while the Administration Bureau is comprised of Investigations and Administration Divisions. Also reporting directly to the Chief are the Professional Standards sergeant and an administrative assistant. The adopted Police Department 25/26 budget is approximately $26.9 million through which it employs 119.5 staff members. COMPENSATION & BENEFITS The salary range for the Chief of Police is $190,000 to $289,087 annually - placement within this range is dependent on qualifications and career experience. The City also offers a generous benefits package, including: Health Insurance:
Cafeteria-style medical benefits with six (6) different plan options. City contributes up to a maximum of $1,955 per month (2025 rates), adjusted annually thereafter based on change in rates. Dental & Vision Insurance:
City pays 80% of premium rates for both dental and vision for employees and eligible dependents. Health Reimbursement Arrangement (HRA):
City contributes $50 per month into an HRA for each employee hired after May 8, 2007. Deferred Compensation Plans (457 plan):
City contributes 6.5% of employee's salary per month (no match required by employee). Annual Leave:
City provides 24 hours per month paid Annual Leave for use as vacation or sick time leave. Employees may cash out up to 40 hours per fiscal year. Administrative Leave:
City provides 80 hours per fiscal year of Administrative Leave to Executive Management employees (pro-rated based on hire date). Holiday:
City recognizes 13 paid holidays, which includes 8 hours of floating holiday pay. Allowances:

The City participates in the California Public Employees' Retirement System (CalPERS) with a formula of 3% @ 50 or 2% @ 50 depending on hire date status for Classic Members, and a 2.7% @ 57 formula for New Members (PEPRA). Employee shall pay PERS employee contribution. *In addition the employer and employee both contribute 6.2% to Social Security and 1.45% to Medicare.
SUPERVISION EXERCISED
Exercise direct and indirect supervision over lower level managerial, professional, technical, and clerical personnel. Receives general direction from the City Manager.
Examples of Essential Duties NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.
Assume full management responsibility for all Police Department programs, services, and activities for all administrative and operational functions. Develop, plan, and implement a comprehensive and professional community policing program to enforce federal, state, and local laws and which recognizes the unique service demands of the community. Develop, plan, and implement department goals, objectives, policies, and procedures. Provide staff assistance to the City Manager and City Council on law enforcement issues. Prepare and present staff reports and other correspondence. Direct, oversee, and participate in the development of the department's work plan. Assigns work activities, projects and programs; monitor workflow; review and evaluate work products, methods, and procedures. Supervise and participate in the development and administration of the Police Department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement midyear adjustments. Perform work of high complexity requiring the ability to reason through and solve complex business, financial and operational issues, while ensuring City goals are met. Select, train, motivate, and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Stay current on new and emerging philosophies and innovations in police services and operations including community-oriented policing concepts, and on recent and on-going developments, current literature, and sources of information related to the operations of the department. Maintain and foster positive community relations. Cooperate with local and regional law enforcement agencies and public officials. Perform related duties as assigned.
Employment Standards NOTE:
The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Essential Duties" section of this specification. Knowledge of: Technical and administrative phases of crime prevention and law enforcement, including investigation and identification, patrol, traffic control, records management, care and custody of persons and property, and environmental protection. Pertinent federal, state, and local laws, codes, and regulations. Use of firearms and other police equipment. Effective organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs. Principles and practices of administration and personnel management. Principles of supervision, training, and performance evaluation. Principles, practices and techniques of police administration, organization, and operation.
Ability to : Plan, prioritize, and direct the work of the Police Department. Develop and administer sound departmental policies. Prepare and administer a departmental budget. Interpret and make decisions in accordance with laws, regulations, and policies. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Act quickly and calmly in emergencies. Operate police vehicles, police radio and police firearms, and other weapons as required. Select, supervise, train, and evaluate assigned staff. Communicate clearly and concisely orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.
Minimum Qualifications Education: A bachelor's degree in Administration of Justice, Criminology, Criminal Justice, Police Science, Public or Business Administration, or a closely related field from an accredited college or university. A master's degree is highly desirable. Experience: Eight (8) years of broad and progressively responsible experience in local police work at the supervisory level including five (5) years in an administrative capacity. License, Certificate, Registration Requirements: P.O.S.T. Management Certificate, or ability to obtain this certificate within one (1) year of appointment for out of state candidates. P.O.S.T Executive Certificate is highly desirable. Completion of the FBI National Academy, the Senior Management Institute for Police, the Northwestern School of Police Staff and Command, the Executive Leadership Institute at Drucker, or a closely comparable nationally recognized advanced leadership training class. The ability to obtain and retain, a California Class C driver license.
Other Requirements:
Must pass a physical agility test, background investigation, polygraph examination, criminal history review, psychological examination, medical examination as appropriate, and must not have any felony convictions. Physical Requirements:
