Summary This recruitment will remain open until the position is filled; however, applications submitted by August 4, 2025, at 11:59 p.m. will receive first consideration. We are actively seeking a dynamic professional to serve as the Adult Divisions' Corrections Program Administrator. This leadership role involves managing and overseeing the resident classification and related program areas within the Department of Adult and Juvenile Detention. This position is responsible for overseeing first-line supervisors (Corrections Program Supervisors) as well as a large and diverse team of professional, security, technical, and clerical staff. Key responsibilities include developing and implementing programs and policies, analysis of industry best practices and impact of proposed law and regulation changes; managing budgets and financial operations and providing both direct and indirect supervision of personnel. The role also involves coordinating program activities with related divisions, agencies, and organizations; participating on the management teams of both adult divisions; and representing the department in a variety of internal and external settings. While the position operates with a high degree of independence, it functions under the general direction of the division Majors and is evaluated for alignment with organizational goals and objectives. In addition, this role may support and supervise specialized programs such as restrictive housing and multidisciplinary teams, the Transgender Review Committee, Americans with Disabilities Act (ADA) coordination, and both programs and staff focused on the resolution of resident grievances, among others. Skillfully built effective relationships, including moving others to act. Understands the value of using data to inform decisions and has practical experience working with research, data collection, and analysis. Experience in research, data collection and analysis. Strong oral and written communication skills, including the ability to create and present high-level and informative briefings and proposals. The ability to apply appropriate project management, research, and/or analysis methodologies in support of a fast paced and results-oriented initiative with minimal direction and oversight. Demonstrated ability to succeed in a fast-paced, dynamic environment, manage multiple tasks simultaneously, organize, prioritize and complete work quickly with minimal oversight to meet deadlines. Job Duties JOB DUTIES: The job description is an overview and is intended to describe the general nature and level of work being performed. Oversees various program activities within the classification section to ensure secure, effective, and efficient operation, as well as compliance with laws, regulations, guidelines and organizational policies and goals. Defines and reviews performance metrics and data related to residents, security classifications and disciplinary sanctions. Sets measurable goals within area of assignment, and monitors industry best practices in support of changes. Supervises and evaluates the work of subordinate supervisors and staff. Monitors and controls budget expenditures and allocation of staff and resources and provides recommendations on cost efficiency measures. Participates in program budget development. Reviews, analyzes, and recommends changes as needed to propose statutory amendments, state rules and regulations and/or County proposals that impact resident housing, discipline, services or accessibility. Resolves program section operational problems or concerns. Promotes continuous improvement of systems and structure for effectiveness and efficiencies. Prepares briefings, reports, contracts, correspondence, and other written materials, as requested. Oversees various personnel matters such as staff training, recruitment, selection and corrective action. Monitors contracts, including bargaining unit agreements, and participates in negotiation on behalf of department interests. Develops, recommends, and implements policies and procedures. Represents the department, as assigned. Performs other related duties, as required. Experience, Qualifications, Knowledge, Skills
Minimum of five (5) years professional experience in a jail classification role in a local or state detention agency. Minimum of five (5) years professional experience in supervisory capacity. Knowledge of industry research and best practices in risk and needs assessments for persons in custody. A bachelor's degree in criminal justice, public administration, business or other social science field from an accredited college or university; OR An equivalent combination of experience and education that provides the required knowledge, skills and abilities to successfully perform the work. MOST DESIRABLE QUALIFICATIONS:
A passion for people, public, customer service, and positive change. Supervisory experience in a detention setting focused on classification programs. A proven track record of developing and implementing innovative strategies and best practices and achieving goals. Public sector experience in project management and/or continuous improvement programs in an organization of similar size or type, with preference given to experience involving criminal justice agencies. A master's degree in criminal justice, public administration, business or other social science field from an accredited college or university.
