Job Summary
The State of New York is seeking an experienced
Level III Project Manager
to support the
Integrated Eligibility System (IES)
initiative under the NYS Information Technology Services (ITS). The selected candidate will report to the IES Project Management Lead and will provide leadership and oversight for complex, large-scale health and human services projects.
Duties and Responsibilities: Lead and oversee IES project managers; align execution with IES program goals. Define and manage project scope, schedule, and budget, including mitigation of risks related to scope creep, timeline delays, and cost overruns. Follow IES change control processes and proactively manage project risks. Oversee full system development life cycle (SDLC) phases: business requirements, technical design, development, testing (unit, system, performance), deployment, training, and pilot implementations. Track and report on project risks, issues, action items, decisions, and interdependencies. Collaborate across a matrixed organization, optimizing resource allocation based on priorities. Facilitate meetings and guide both technical and business stakeholders toward decisions. Coordinate with System Integration vendors to ensure alignment with project scope and methodology, oversee deliverables, and track implementation progress. Provide project status reports to the IES Program Director, Project Sponsors, Steering Committees, and governance bodies. Perform other duties as assigned.
Mandatory Qualifications: Level III:
More than 7 years of experience managing complex projects, including at least 2 years in a leadership role as a Project Manager. M inimum 12 years of experience
as a PMO Project Manager working on Health and Human Services Eligibility Systems in at least one of the following domains: Medicaid Public Assistance SNAP HEAP Child CareMust also include experience with data conversion, data modeling, legacy systems, ETL processes, and data quality validation.
Desirable Qualifications: Experience managing a program budget of
at least $100 million . Minimum 7 years
managing resource-loaded project schedules using
Microsoft Project
and
Project Online , including experience with
VBA scripting . Strong understanding of
data governance, privacy, compliance , and
5+ years of Agile project experience . Bachelor's degree in
Business, Computer Science, Engineering , or a related field. Proven ability to lead
technical teams , data analysts, and integration partners; comfortable leading technical discussions. Current
PMP
or equivalent project management certification from the
Project Management Institute (PMI) .
