The Colorado Department of Military & Veterans Affairs (DMVA) has three major operational divisions: Army and Air National Guard, Civil Air Patrol, and Veterans Affairs. These divisions utilize state and federal resources to provide our communities, state, and nation with a ready military force for national defense and state emergency response as well as providing assistance to our Colorado Veterans.

The primary purpose of this position is to coordinate, plan, manage, and execute legislative activities impacting the Department of Military and Veterans Affairs (DMVA) and engaging in all public information functions either directly or through supervision of work unit employees. This position serves in a non-certified, at-will role that may be terminated at any time with or without cause. Specific duties include, but are not limited to:
Strategic outreach, relationship development, and all marketing/public outreach related to legislative priorities in support of DMVA;
Supporting DMVA with public information activities affecting all state employees and divisions;
Communicating with the Governor's legislative liaison and public information officer to build relationships and address queries;
Developing relationships, communicating, and addressing queries from members of the State Legislature;
Developing relationships, communicating, and addressing queries from Colorado federal congressional delegation offices;
Identifying points of contact and communicating with Colorado active duty installations;
Supporting the Division of Veterans Affairs with public information activities aimed at veterans and veteran service organizations;
Supporting the Civil Air Patrol Division with public information activities;
Assisting department leadership in developing and executing legislation at the state and federal levels;
Monitoring legislative hearings and processes that may impact the department;
Generating support within the Colorado General Assembly and Federal Legislature for department objectives;
Proactively communicating departmental activities via multiple methods, including quarterly newsletters and press releases;
Developing a communication strategy aligned with the Governor, TAG, DVA, and Army/Air messaging, focusing on state activities and National Guard response efforts;
Collaborating with federal public affairs to ensure adequate coverage and marketing of department activities to enhance visibility and image;
Marketing departmental news and activities to media outlets.
Education and Experience:
At least six years of direct legislative and/or public relations experience, OR
College degree in government, political science, marketing, or public affairs, plus two years of relevant experience, OR
Four years of legislative/public relations experience plus two years of service in the Colorado National Guard, OR
College degree in a related field, one year of relevant experience, and one year of service in the Colorado National Guard.
Additional Requirements:
Exceptional oral and written communication skills;
Proficiency with Microsoft Office, social media, digital marketing tools, and Adobe Creative Cloud;
Preference:
Master’s degree in a related area is preferred; please attach transcripts.
