The Executive Director of Facilities Planning leads a multidisciplinary team of directors, managers, and professionals who support UC Davis Health leadership in planning, overseeing, and allocating investments in capital assets and space improvements. This role provides strategic direction and oversight for the Capital Improvement Program in alignment with UC Davis campus and UC Office of the President policies. Key responsibilities include capital, medical, and physical planning; project approvals; space utilization and transition planning; capital and lease investments; and development of the Long-Range Development Plan, Campus Master Plan, and Physical Design Framework. The Executive Director also manages the customer request intake process and helps shape the long-term vision for on- and off-campus growth in support of the university’s mission. This position reports to the Vice President for Facilities Planning & Development (FP&D) and partners closely with the Executive Director of Project Delivery to identify, prioritize, and execute capital projects across UC Davis Health.
The Executive Director shares responsibility for maintaining and advancing UC Davis Health’s design vision, standards, and guidelines in collaboration with the Executive Director of Project Delivery. This includes providing professional leadership on architectural and interior design across inpatient, outpatient, and administrative facilities to ensure consistency, quality, and alignment with institutional goals.
This position directly supervises Directors responsible for capital, medical, space, and physical planning, as well as project evaluation and development. The Executive Director provides high-level leadership and strategic guidance, ensuring alignment with UC Davis Health’s growth objectives and continuity across medical, research, and educational operations. The role also includes mentoring direct reports and advising senior leadership on long-term planning strategies.
Department Overview
The Facilities Planning & Development Division's mission is the implementation of the Health System's Capital Improvement Program in keeping with the Long-Range Development Plan (LRDP). This includes the authority and responsibility to manage acute care capital improvement planning, design, and construction projects. This position has the primary responsibility for implementing and achieving the department's purpose

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
- Bachelor’s degree in urban or regional planning, architecture, engineering, business, public policy, real estate, economics, or a related field.
- Extensive experience in facilities planning leadership within a large, complex organization, with a strong focus on healthcare or academic medical center environments, such as a University of California medical center.
- At least fifteen (15) years of progressively responsible experience directly related to facilities planning, capital project development, or institutional planning.
- Extensive supervisory experience, including staff recruitment, onboarding, performance management, training, delegation, and corrective or reward actions.
- Proven success in leading strategic planning efforts for large-scale, mission-driven organizations, particularly within public sector or governmental contexts.
- Extensive knowledge of project types that align with this position including inpatient, outpatient health care facilities operations, administration, research, education and infrastructure projects.
- Extensive knowledge of typical design and construction sequences and durations necessary to prepare, monitor, and manage detailed project schedules.
- Extensive knowledge of architectural, engineering, and construction practices; familiarity with California and applicable building codes and regulations; and professional design experience to effectively direct and review the preparation of design and construction documents, review and approve contractor submittals, and to effectively resolve field problems during construction.
- Advanced knowledge of the organization, including its vision, mission, goals, achievements, infrastructure and short and long-range strategic capital project plans.
- Advanced financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
- Advanced skills to lead, direct and manage personnel including selection, training, evaluating and as required, taking corrective action.
- Clear communicator with a firm grasp of political and organizational dynamics.
- Advanced written, verbal and interpersonal communication skills, including working effectively with multiple constituencies to advance organizational objectives.
- Ability to delegate assignments and share decision-making with team members as appropriate
- Strong financial management skills, including the ability to develop, monitor, and manage complex budgets, evaluate cost estimates, and review and approve financial transactions
- Exceptional interpersonal and communication skills, with the ability to build and maintain effective relationships, navigate complex stakeholder environments, and address sensitive or challenging issues with diplomacy.
- Demonstrated leadership working across complex organizations, including collaboration with government entities, institutional stakeholders, and community partners.
- Excellent written and verbal communication skills, with a sophisticated understanding of political, institutional, and organizational dynamics.
- Strong leadership and management abilities to direct multidisciplinary teams executing high-profile and technically complex projects in a fast-paced, matrixed environment.
- Ability to delegate effectively and foster a collaborative decision-making culture that empowers team members while maintaining accountability
- Advanced degree, professional license, or industry-recognized certification, such as:
- Master’s degree in Urban & Regional Planning, Urban Studies, Public Policy & Administration, Architecture, Engineering, or a related field
- California-licensed Architect or Professional Engineer (Civil, Structural, Mechanical, Electrical, or Surveyor)
- AICP (American Institute of Certified Planners) certification or equivalent
- Additional certifications such as Certified Construction Manager (CMAA), Design-Build Professional (DBIA), or Project Management Professional (PMP)
- Additional full-time experience in capital, medical, space, or campus planning, including work in rehabilitation or new construction projects within the University of California, or comparable university, healthcare, or hospital environments
- Comprehensive understanding of healthcare environments, including knowledge of Joint Commission standards, HCAI regulations, and the planning needs specific to medical, educational, and research facilities in California.
- Familiarity with University of California policies and procedures, including capital project approvals, leasing, tenant improvements, and facilities management within the UC system.
- Working knowledge of applicable regulatory requirements, including California Title 24, HCAI standards, and the Americans with Disabilities Act (ADA).
- Proficiency with common business and project management software, including Microsoft Word, Excel, Project, Outlook, and document management systems within a Windows environment. Working knowledge of project management software such as PMWeb.
