Under the direction of a higher-level supervisor/manager, the candidate will perform engineering, data analysis or research work related to design and construction of highways, bridges, buildings, dams, and other facilities. Duties may include, but are not limited to: Performing technical assistance for SiteManager and LIMS. Performing work with relational databases, such as Oracle and reporting software like Crystal Reports and Active Reports. Computer programming in SQL, .net, and Python. Performing assignments necessary to fulfill goals of the Materials Engineering Bureau. Analyzing construction materials data. Giving presentations in person as well as virtually. Providing software training and one-on-one training. Maintaining the Materials Engineering Bureau's web page. Performing other duties, as required. Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are: Promotional: One year of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2. Open Competitive: High school graduation or equivalent and seven years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work. Substitution: 30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law. *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. Applicants must be currently authorized to work in the United States on a full-time basis. Some positions may require additional credentials or a background check to verify your identity.
