As a program management spe cia list for Foreign Military Sales ( FMS ) projects, you know the complexities of supporting a project from concept to completion. Many FMS programs require a significant investment of limited resources, and it’s imperative to keep the project on a productive path. That’s why we need you, an experienced program management spe cia list who can help ensure success through careful analysis and effective communication. On our team you will support U.S. Navy Foreign Military Sales ( FMS ) programs. You’ll develop and analyze cost, schedule, and performance and have regular interactions with U.S. government and international partners to coordinate the development and implementation of security cooperation and assistance in support of a U.S. Navy program office, including planning, communication, outreach, and foreign customer support services. You will identify and analyze solutions supporting the successful delivery of a complex security and cooperation program. You will help determine and refine program requirements. You Have: 10+ years of experience with Department of Defense ( DoD ) or Department of Navy ( DON ) acquisition programs 5+ years of experience with DoD security cooperation and FMS programs Experience with Defense Security Cooperation Agency ( DSCA ) procedures for programs asso cia ted with FMS cases, including Letters of Offer and Acceptance ( LOA ) and the asso cia ted processes for LOA case development, oversight, or modification to accurately reflect FMS program scope and requirements Experience using FMS case management and finan cia l tracking systems, including Defense Security Assistance Management System ( DSAMS ) and Security Cooperation Information Portal ( SCIP ) Knowledge of Security Assistance Management Manual ( SAMM ) guidance to oversee and execute Security Cooperation or Security Assistance programs Knowledge of security cooperation policy and processes for Foreign Military Financing ( FMF ) , Building Partner Capacity ( BPC ) , international e nga gement, and cooperative agreements Knowledge of U.S. export control policies and processes, including International Traffic in Arms Regulation ( ITAR ) issues and international security cooperation policy Nice If You Have: Experience working with the various transportation entities that comprise the Defense Transportation System, including USTRANSCOM, Surface Deployment and Distribution Command, Air Mobility Command, or Military Sealift Command Knowledge of U.S. Navy security cooperation FMS tools, including Management Information System for International Logistics ( MISIL ) , Case Development Automation Tool ( CDAT ) , and Case Execution Performance Tool ( CEPT ) Knowledge of Naval Sea Systems Command ( NAVSEA ) security cooperation policies and processes, including NAVSEA Enterprise Planning System ( NEPS ) Possession of excellent problem-solving, research, analysis, and communication skills, including both written deliverables and verbal presentations Project Management Professional ( PMP ) Certification Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information ; Secret clearance is required. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
