We're seeking a driven Program Control Analyst / Project Manager to join our collaborative and forward-thinking PMO team. Work at the intersection of technology, finance, and mission delivery, architecting meaningful change for a high-impact, multimillion-dollar government data platform. Shape the Future of Data Cost Transparency
As the Program Control Analyst, you'll bridge the gap between infrastructure architecture and our cutting-edge Cost Sharing model, ushering in a new era of operational accountability. This role balances hands-on project management with performance analysis and strategic financial tracking. You'll leverage metrics, automation, and strategic frameworks like Technology Business Management (TBM) to drive impactful changes.
What will you do?
Align platform infrastructure with a newly developed Cost Sharing model and operational design. Design and implement a comprehensive tagging strategy for granular financial tracking. Establish a TBM framework to translate IT investments into measurable business outcomes. Deploy the FinOps program to generate actionable insights and support cost-saving initiatives. Enable user-level metric tracking for each tenant and application across the data platform. Design and implement an automated billing system, leveraging existing tools and reporting platforms. Redesign ServiceNow workflows to improve user experience and expand self-service functionality. Conduct a full review and rework of existing workflows, ensuring alignment with updated business processes. Implement streamlined tenant onboarding workflows and facilitate end-user testing, incorporating feedback into iterative improvements. Manage project schedules, risks, interdependencies, and deliverables, ensuring timely delivery of the Cost Sharing model's Initial Operating Capability (IOC). Collaborate effectively with engineering, finance, and support teams in a cross-functional environment. Recommend and take action to direct the analysis and solutions to the problems.
Do you have what it takes?
Must be a U.S. Citizen Proven experience in integrated project oversight, preferably with large-scale IT or data platform projects. Demonstrated success balancing program control (analytics, tracking, frameworks) with project delivery. Proficiency in: Jira (workflow & backlog management) Excel, Power BI, (financial & performance visualization) MS Teams (collaboration) Experience designing or managing cost-sharing or chargeback models in a government or enterprise setting. Excellent written and verbal communication, meticulous attention to detail, proactive leadership, and a collaborative spirit.
Preferred
Results-oriented, self-motivated, team player, positive attitude and enthusiastic. Hands-on experience with Technology Business Management (TBM) principles. DAWIA, PMP or Agile certification. Experience working with distributed/remote teams. Experience with cloud-based infrastructure, tagging strategies, or data platform billing. Experience working in an Agile environment.
