Position Overview:
Tech Valley Talent (TVT), an HBITS PRIME Vendor, is seeking an Expert Software Developer for a 30-month engagement with the New York State Department of Health (DOH), Office of Health Insurance Programs (OHIP).
This position supports the development of a cloud analytics environment within the Medicaid Enterprise Systems (MES), integrating multiple large-scale data sources for comprehensive analytics and modeling, including support for the AHEAD model.Responsibilities: Collaborate with DOH teams to modernize data cleaning and transformation processes using version control and collaborative repositories. Build and maintain cloud-based data ingestion pipelines. Scale technical infrastructure including CI/CD processes. Ensure proper implementation of software solutions aligned with program needs. Build automated testing and data validation processes. Mentor junior developers on the team. Document technical processes and code. Follow department and division-level standards, best practices, and methodologies. Qualifications: 7 years of experience designing and implementing scalable cloud-based web applications using AWS. 7 years of experience analyzing complex business rules, workflows, and re-engineering business processes. 7 years of experience in data processing and analysis using Python on a Linux platform. 6 years of experience writing data transformations using Informatica Data Quality (IDQ) or a similar ETL tool. 6 years of experience with relational and NoSQL databases (e.g., Oracle, Postgres, MongoDB, DynamoDB) managing large datasets (10+ million rows). 6 years of experience authoring comprehensive technical documentation. Education: Bachelor's degree or higher in Computer Science or Information Technology from an accredited institution (Preferred).
