Job Title: Software Architect HBITS Task Order: HBITS-07-14156 Agency: NYS Office of Children and Family Services (OCFS) Location: Hybrid – In-person required for first 3 months, then up to 50% telecommuting based on performance – Rensselaer, NY 12144 Rate: Depends on experience
Position Overview: This expert-level Software Architect position supports the OCFS Data Warehouse under the New York State HBITS initiative. The selected candidate will lead business intelligence (BI) efforts, manage Cognos reporting, develop data models, and support Oracle database design. The role involves creating XML data files for federal reporting, supporting Juvenile Justice analytics, and mentoring state staff.
Responsibilities:
Collaborate with OCFS staff to gather requirements for business intelligence projects
Work with Business Analysts to develop logical designs for data solutions
Write complex SQL queries to support reports and testing
Use IBM Cognos Framework Manager and Transformer to build data models and packages
Set up Cognos security at the data, object, and package levels
Create dynamic and advanced Cognos Analytics reports with features like conditional formatting
Test reports and dashboards across multiple environments
Mentor and guide State staff and contractors on BI tools and best practices
Lead the creation of XML data files for state and federal data exchange
Train users on Cognos self-service capabilities both in-person and virtually
Provide end-user support and resolve report-related issues
Research and integrate new product features to enhance deliverables
Qualifications:
7 years of experience in business requirement gathering, analysis, and logical design
7 years of experience with Cognos Framework Manager and Transformer, including troubleshooting
7 years of experience in JavaScript coding to enhance Cognos functionality
7 years of experience with relational databases and complex SQL objects
7 years of experience working with data exchange standards for Human Services reporting
7 years of experience in social services-related reporting and user support
Bachelor’s Degree
