Essential Job Functions: Act as Work Group Leader on small and mid-sized projects and on major portions of larger projects. Supervise and guide highway/structure engineering design functions performed by the project team, including subconsultant coordination. Demonstrate and promote accountability. Perform complex design functions including preliminary and final design, review or checking of designs, engineering computations, specifications, cost estimates, and report writing, etc. Monitor the performance of projects, including quality, schedule, and budget. Participate in visits to project sites, project status meetings, and public meetings. Assist in developing technical skills and project knowledge of coworkers. Assist with development of proposals, letters of interest, supplements, etc. Mentor less experienced staff. Develop project work plan. Lead or provide design support for workshare efforts. Develop budget and schedule recovery plan. Review scope of work and develop manhours. Keep up to date with new design technology, construction equipment, and advancements. Perform other duties as assigned. Knowledge, Skills, and Abilities:
Knowledge of PennDOT and other clients' design manuals, procedures, specifications, standards, computer programs, applicable design codes, and plan presentation format. Knowledge of construction techniques, particularly regarding phasing during construction. Knowledge of company Design Procedures. Knowledge of written communication including technical reports, specifications, letters, and meeting minutes. Knowledge of Bentley MicroStation design software. Skilled in utilizing engineering software in analyzing problems. Ability to perform Cross-Discipline Reviews. Ability to prepare contract specifications. Ability to prepare addendums during project advertisement phase. Ability to use computer software and other online resources. Ability to supervise other members of the highway/structure project team. Ability to solve complex engineering problems. Ability to communicate with coworkers, clients, and the public in a courteous and professional manner. Ability to travel with infrequent overnight stays. Highway Specific:
Ability to assemble all submittals including PS&E submissions Present engineering details at project meetings. Structure Specific:
Ability to assemble all submittals including Final Structure Plan submittal. Present engineering details at project meetings. Knowledge and Experience Required:
BS degree in civil engineering. PE license. Minimum ten (10) years of progressively responsible highway design experience. Attain training prerequisites according to company schedules. Relationship to Others:
Reports to Department Manager. Coordinates work with Structures/Highway Department. Receives assignments and direction from Department Manager, Project Managers, and Work Group Leaders. Assigns duties, provides assistance, and supervises work of Engineers and Draftspersons. Coordinates with Department Manager, Project Managers and branch offices as needed. Coordinates with clients and subconsultants.
