The Officer of Human Resources (OHR) provides services and consultation to the general public, applicants, managers and employees. Quality staff is our greatest resource in providing opportunities to offenders, for their success. We are committed to a workforce that is engaged and enabled.
This position will be a part of a team that provides a service to employees, supervisors, appointing authorities, and other stakeholders. This position provides oversight and management of employment practices within the CDOC. This is a critical position which provides expertise in recruiting, job classification, rules interpretation, and hiring a high volume of positions in a large organization. Job duties and responsibilities include but are not limited to:
- Serve as the manager over the Employee Service Unit and Compensation Unit to include to include signature authority for actions and decisions that directly impact pay, status, and tenure of assigned professional staff; documents to support recommended corrective and disciplinary actions; develop performance plans and sign performance documents; resolve informal grievances; provide coaching, mentoring, approve leave, manage workloads;
- Serve as a resource and/or expert in human resources field by providing oversight of the hiring process, interviewing of applicants, and recommendations for hire, promotion, or transfer and ensures defensible job related assessments are compliant; implement new strategies in hiring practices and efficiencies;
- Provide oversight over the DOC HR Compensation Team focused on implementing and managing competitive and compliant compensation strategies. This includes overseeing salary structures, benefits, incentives, and ensuring alignment with organizational goals while adhering to policy and legal requirements. This will assist with attracting and retaining top talent by ensuring pay and benefits are competitive and equitable;
- Advise hiring authorities regarding processes, strategies, and workforce planning, staffing patterns, reorganizations, pre-layoff, and potential layoffs;
- In collaboration with the leadership team, develop, review, update and implement HR policies and update Administrative Regulations to ensure compliance with statutes, board rules, and professional standards;
- Analyze information and complicated data, provides comprehensive reporting services to stakeholders and management staff on a regular or as-needed basis; implements and manages reporting systems which include generating reports, utilizing relevant databases and programs; determines solution or processes that ensure efficiencies and/or streamlining processes;
- Serve as lead representative on statewide initiatives by developing and maintaining relationships with internal and external stakeholders (i.e., DOC staff, employee partnerships, Governor's Office, legislative staff, elected and public officials, law enforcement, leaders from other state agencies, agency representatives, Colorado Commission on Crime and Juvenile Justice, victims right groups, inmate advocacy groups and members of the public) to build board organization policy and develop goals;
- Provide customer service to internal and external stakeholders, ensuring prompt and accurate clarification and dissemination of information;
- Provide guidance, or alternative solutions regarding Personal Service Agreements (PSA) and reviews and approves PSA;
- Assist and participates in professional development coursework, training and/seminars; completing special projects and stretch assignments; keeps abreast of current developments and best practices in HR disciplines;
- Performs other job related duties as assigned or required.
Minimum Qualifications:
Eight (8) years of Human Resources experience with at least 3 years performing professional Human Resource functions which includes but not limited to salary review and recommendations, interpreting rule and guidance, auditing personnel actions, recruiting, developing job announcements/ analysis, selections, job evaluation, appeals, employee data management, employee relations, employee benefits or performance management.
OR
A combination (that equals 8 years) of higher education from an accredited college and experience in Human Resources or relevant experience in an occupation related to the work assigned.
Additional education from an accredited college or university in a field of study described above will substitute for the required experience on a year-for-year basis. (You must submit a copy of your unofficial transcripts with your name, college/university name, degree and date conferred in order to receive credit.)Any work experience less than full time will be prorated. Experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement. - Fluency in Microsoft Office Suite (Access, Excel, Word, and Outlook), Google (Drive, Docs, etc), and NEOGOV systems, as well as the ability to quickly learn and apply other software.

Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
