Overview
Coordinate quarterly planning conferences and summits for 100+ attendees including site selection, logistics, and A/V setup for virtual and in-person events
Manage human capital planning including staff on/off-boarding, GFE coordination, key personnel management, and training coordination for 200+ personnel
Support CPIC activities including monthly INVEST reporting, annual Business Case updates, quarterly health assessments, and post-implementation reviews
Oversee program cost tracking, burn rate analysis, risk assessment, master scheduling, and quality management across multiple project teams
Conduct business analyses including cost-benefit analysis, market surveys, AoAs, and gap analyses to support strategic decision-making
Manage procurement activities including market research, software licensing, certificate tracking, and vendor relationships for continuous operations
Lead risk management including maintaining risk registers, conducting biweekly meetings, quarterly training, and implementing mitigation strategies
Coordinate legacy application decommissioning while managing requirements, priorities, technical debt, and milestones across contractor teams
Develop PMPs, monthly status reports, weekly activity reports, and coordinate stakeholder meetings with comprehensive documentation
Basic Qualifications: As a requirement of this position, all candidates must be a U.S. Citizen. In accordance with 8 U.S.C. 1324b(a)(2)(C) , Epsilon will not consider candidates for this position who do not meet the aforementioned conditions.
Bachelor's degree in project management, information technology, business administration, or related field
Minimum 10 years of experience in IT program/project management with demonstrated success in leading complex federal IT initiatives
Active PMI Project Management Professional (PMP) certification required
Experience leading multiple cross-functional project teams on complex projects with budgets exceeding $10M and teams of 50+ personnel
Extensive experience with Agile project management methodologies including SAFe (Scaled Agile Framework) implementation and management
Prior experience working with customer and/or USDA stakeholders in federal government environments strongly preferred
Prior experience and knowledge of federal technical environment and interrelated technical environments including cloud platforms, enterprise systems, and federal IT infrastructure preferred
Prior experience and knowledge of FEMA’s technical environment and interrelated technical environments preferred
Proficiency with program management tools including MS Project, Jira/Confluence, SharePoint, and financial tracking systems such as INVEST and CPIC reporting platforms
Experience with federal budget processes, Capital Planning guidance, OMB reporting requirements, and Investment Portfolio Summary (IPS) administration
Other Requirements: Current Public Trust High required or ability to obtain and maintain a Public Trust. (
This is a federal contract position and requires candidates to obtain and maintain the appropriate level of Security Clearance or Public Trust. This role oversees and manages a team of direct reports.
Must be located within the National Capital Region (NCR) including Washington D.C., Northern Virginia (Arlington, Alexandria, Fairfax, Loudoun, Prince William counties), or Maryland suburbs (Montgomery, Prince George's counties)
Must be able to travel to various Company locations and/or Customer sites across the United States for meetings and onsite visits, as needed by the Company/Customer.Expected out of area travel: 25-50%.
