The Division of Fiscal Administration is responsible for capital and operating budgets, Medicaid rate development and rate setting, and several other financial functions vital to DODD operations. What will you do? As the Internal Control Manager for Medicaid programs at DODD, you will: Lead risk assessments and internal control evaluations across multiple business units using Enterprise Risk Management frameworks. Develop and implement control assessment templates based on unit risk scores. Test and validate financial controls related to accounts payable/receivable, resident funds, P-Card transactions, capital assets, and Medicaid billing systems. Analyze data using QuickBooks and other tools to detect discrepancies, errors, or misappropriation. Ensure accurate and compliant coding of revenue, expenditures, and patient liability data across fiscal systems. Support audit readiness, reporting accuracy, and continuous improvement of internal control processes. Collaborate with various teams to promote compliance with state and federal Medicaid regulations. Monitor financial transactions for proper coding and timing, including state transfers, cash revenue deposits, and grant fund use. Review and validate spreadsheet tools for accuracy, integrity, and efficiency (including formula checks and gap/overlap analysis). Qualifications Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance; 24 mos. exp. in planning & administering health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data analysis). -Or 24 months experience as a Medicaid Health Systems Administrator 1, 65295. Note: education & experience is to be commensurate with approved position description on file. -Or equivalent of Minimum Class Qualifications for Employment noted above.
