Job Summary:
The IT Developer will support the agency’s Information Resources Management and Technical Services (IRM&TS) Unit by delivering full-stack application development and support. This includes web-based interface design, backend API creation, database performance tuning, and development automation. The IT Developer will collaborate with internal technical teams and follow agile best practices to maintain software integrity, functionality, and performance.
Responsibilities:
Develop, test, and deploy web applications using ASP.NET Core, JavaScript, and SQL Server. Design and implement responsive UI using HTML/CSS/Bootstrap and JavaScript frameworks. Conduct software performance tests; identify, diagnose, and resolve software bugs or inefficiencies. Write scripts to improve automation, data processing, and deployment (Bash, PowerShell, Perl). Provision, configure, and maintain development environments (cloud-based or virtual). Perform upgrades and installations of software products per operational requirements. Collaborate with agency’s staff to define application needs and deliver user-driven enhancements. Maintain secure coding practices with emphasis on authentication, authorization, and data protection. Assist in deploying and integrating middleware, APIs, and database services. Execute assigned ad-hoc technical tasks in support of mission-critical software systems.
Experience Required:
Proven expertise developing full-stack applications using C#, ASP.NET MVC, Web API, and ASP.NET Core. Strong backend development experience with SQL Server, including stored procedures, performance tuning, and functions. Experience designing user interfaces using HTML, CSS, JavaScript, and libraries such as jQuery, Node.js, Chart.js, and Bootstrap. Demonstrated ability to build and maintain RESTful APIs, implement middleware, and apply dependency injection in ASP.NET Core. Hands-on experience automating tasks using Bash, PowerShell, or Perl. Experience developing responsive, cross-browser compatible UIs using Bootstrap grid system and components. Familiarity with GitHub Enterprise, Cloud AWS, and provisioning cloud-based or virtual development environments. Capability to troubleshoot software performance issues through test execution, debugging, and critical analysis. Ability to manage deployment scripts, CI/CD pipelines, and artifact repositories. Demonstrated skill in supporting software upgrades, installations, and operational efficiency enhancements.
Preferred Skills:
Experience customizing Bootstrap themes using CSS or SASS. Familiarity with UI events handling via jQuery and creating dynamic AJAX-driven interfaces. Ability to work collaboratively with development teams in a federal technical environment. Ability to handle high volumes of data processing and integration tasks with minimal supervision. Excellent problem-solving, analytical thinking, and verbal/written communication skills.
Relevant Certifications (Preferred):
AWS Certified Developer GitHub Actions Certification Certified Secure Software Lifecycle Professional (CSSLP – ISC²) Certified Software Development Professional (CSDP) CompTIA Security+
Educational Qualifications:
Bachelor’s degree in computer science, Information Systems, or related IT discipline.
Security Clearances Required:
Favorable Public Trust Tier 2 background investigation Must undergo FBI fingerprinting through the U.S. Capitol Police.
