The Oklahoma State Treasurer (OST) is seeking a detail-oriented and hard-working individual to join our team. The Outreach & Program Coordinator is assigned duties and responsibilities involving document production and management through a variety of manual or technological processes. This may include preparing correspondence, reports, or other documents, maintaining various filing systems, including computer records of various activities, reviewing and processing applications for permits or licenses, assisting agency customers with inquiries or problems concerning an assigned program area and similar duties. This position includes some travel and occasional evening or weekend responsibilities as part of its outreach functions. This position is an administrative support staff member and reports to the Chief of Staff/Deputy Treasurer of Administration. This position is responsible for the development, implementation, marketing, promotion, and ongoing execution and administration of certain programs facilitated by the Oklahoma State Treasurer's Office, such as the OK 529 College Plan, OK SEED, College Savings program, OK ABLE Plan, and certain aspects of the state Unclaimed Property program. This position provides administrative support to designated staff in agency government matters and may serve as the primary point of contact for certain agency programs as assigned. In addition, the position is required to fully engage and serve constituency partnerships in which the State Treasurer has authority and assists in the management of the financial literacy outreach program. This role also includes a significant public engagement component, representing the agency at community, civic, and educational events across the state. Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to communicate, move about inside the office, perform keyboard and 10-key entries. This position requires long periods of remaining in a stationary position and daily use of a computer and phone. Some travel throughout the state may be required, including transporting outreach materials, attending events in indoor and outdoor settings, public speaking and engaging with the public. Essential Functions:
Supports the Chief of Staff on various position-related tasks. Demonstrated intellectual curiosity. Initiates and handles correspondence relating to a special field or program regarding agency or program rules, policies, procedures, or requirements. Maintain and strengthen primary external relationships in order to assist the State Treasurer, constituents and external bodies with key programs and organizations. In concert with communications division, develop, coordinate, and present webinars and virtual workshops; create educational materials to promote financial literacy, program participation, and public understanding of OST initiatives. Assist in developing digital content and visuals for outreach campaigns, webinars, and social media, in coordination with communications division. Respond to inquiries from the public, and private partners; tailor outreach and educational materials to address common needs or questions. Expand awareness, and increase utilization of the State's 529 College Savings Program, OK SEED, OK Able and Unclaimed Property. Prepare professional correspondence, research, record keeping. Performs other administrative tasks associated with the programs. In concert with communications division, track outreach activities, collect feedback, and analyze impact metrics to inform future program improvements and reporting. Examines, checks, and verifies reports and other documents for completeness, appropriateness, adequacy, and conformity to established requirements. Coordinate outreach event logistics, including scheduling, registration, setup, materials, and follow-up communications. Represent the agency at public events, community fairs, school programs, and conferences as a visible and active advocate for OST initiatives. Other duties as assigned. Complexity Of Knowledge, Skills, and Abilities:
Knowledge of preparing monthly statements and processes program related invoices. Knowledge of computer technology related to accounting systems, including Excel. General accounting & bookkeeping principles, theories, financial statements and reports, accounting ledgers, and journals are essential. Must possess knowledge of the principles and practices of public program administration, government organizations, and program outreach. Familiarity with event coordination, presentation delivery, and public-facing program promotion. Skills in:
Technical proficiency related to office equipment, Microsoft 365 Suite products, basic computer, and scanner operations. Accounting, auditing, and/or bookkeeping experience. Working effectively and collaboratively in a team environment, participating, communicating, and assisting. Being detail oriented with the utmost meticulous attention being given to details, policy, procedures, and data entry. Organization & Time Management, prioritizing and balancing multiple projects is essential to job success. Ability to interact in a professional and accomplished manner. Highly proficient oral and written communication skills. Organization and project-management to effectively complete assigned duties. Travel independently and represent the office with professionalism at a variety of locations and times. Education and Experience Requirements:
Applicants should possess a bachelor's degree in Public Administration, Business, Communication, Finance, Education, or a relevant related field; and Three (3) years of public sector experience, working with civic leaders, elected officials, or community advocacy groups. Additional consideration will be given to applicants who have completed relevant degrees and have demonstrated expertise in this or a directly related career field. Experience in outreach, event planning, or communications is strongly preferred. Special Requirements:
Core working hours are Monday through Friday, 08:30 am to 5:00pm, providing for a 30-minute lunch period. All newly hired and rehired state employees are subject to a minimum 6-month to 1-year trial period. Job related travel may be required as needed for conferences, seminars, speaking engagements, or other program related event attendance. This position is at-will and FLSA non-exempt.
