Leads requirements gathering, business case analysis, market research, and Integrated Government Cost Estimates (IGCEs), while aligning solutions with enterprise architecture, cybersecurity, and operational performance objectives.
Oversees the full program lifecycle including risk management, performance tracking, configuration management, and system readiness assessments.
Develops integrated master schedules and program roadmaps; leads PMRs and milestone reviews to support informed decision-making by senior stakeholders.
Supports contract strategy development and vendor engagement in partnership with Contracting Officers and CORs, ensuring acquisition execution aligns with technical and operational expectations.
Prepares executive-level briefings, reports, and program summaries for SES, Flag/General Officers, and DLA leadership.
Leads or contributes to the creation and sustainment of governance structures, standard operating procedures, knowledge management artifacts, and metrics dashboards to track program health and organizational performance.
Qualification Summary
To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Responsible for overseeing the development, assessment and monitoring of performance-based standards. Determines the minimum criteria to be applied in considering whether to undertake a particular investment, and the criteria related to the quantitatively express projected net, risk-adjusted return on investment. Determines the specific quantitative and qualitative criteria for comparing and prioritizing alternative information system investment projects. Responsible for administering the determination, coordination, and approval of program and new initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards. Responsible for working with the Contracting Officer and Leadership to strategically address contract challenges, recommending enduring solutions to problems. Compensation: $124,531-$185,234 per year
