Our group, the Joint Defense Support Group within SPA’s Sea Land Air (SLA) Division, supports the Surface Community and components of the United States Navy by providing program management, requirements management, force development, and readiness support in Washington DC and the Fleet concentration areas. We provide timely, objective, analytic assessments, strategic planning, and expert operational, technical, and acquisition support to the Maritime communities, and related agencies, allies, and partners. We are trusted agents of the senior and operational leadership in the Fleet, OPNAV, NAVSEA, and the Royal Canadian and Royal Australian Navies. We play key roles in providing insights and strategies to address current and emerging challenges to national security and have tremendous impact on our client’s success in solving their most important issues. SPA has a long-term need to fill several full-time Program Manager (PM) positions. Responsibilities The PM is responsible for supporting a variety of activities related to the acquisition, modernization, and life cycle management support of Surface Combatants and their embedded systems. This effort includes direct support for managers of ship construction, overhaul, modernization, and inactivation and disposal programs, as well as programs to deliver key emerging technologies. The PM shall develop, validate and provide schedules in Microsoft Project format for complex Program Management activities and major acquisition event planning. Provide printed and electronic versions of Gantt and Program Evaluation and Review Technique (PERT) Network schedules, including appropriate Critical Path displays. Maintain schedules up to date with progress and required changes, perform Critical Path analyses and "what-if" scenario analyses, advise managers when critical path activities under their cognizance are at risk, falling behind, and recommend corrective actions to resolve schedule problems. Provide managers with metrics appropriate for determining progress and schedule adherence. Provide recommendations concerning major schedule revisions and execute revisions as necessary. Provide informal training or assistance to other personnel in use of Microsoft Project applications The PM shall provide business planning in such areas as Core Equity establishment and updating, Program Office workload analysis and Program Office future workload projections. Provide written reports of analyses performed; provide inputs for development of required plans and funding/budget strategies. DC Pay Transparency Salary Range: 190-200K. Qualifications
Required 10 years acquisition experience/four years in program of similar complexity Navy Shipbuilding Experience and Knowledge Bachelor’s Degree Secret Clearance Knowledge of DoD/Navy ACAT I Programs, Recent Contracts, and DoD 5000.02 Series Strong interpersonal skills and able to communicate effectively, both verbally and in writing Desired Former Major Navy Program Manager Significant analysis experience Program Management Professional (PMP) Certification
