The candidate shall have a minimum of ten years of Microsoft Project experience, including two years using Microsoft Project 2010 and two years using Milestones Professional R2010 KIDASA Software. The contractor shall provide project management level support for systems integration and planning requirements of the AFLCMC/WII programs, including special projects, combat systems, and related functional branches at WPAFB, OH. Support strategic and integration planning for AFLCMC/WII programs, including development, production, retrofit, and sustainment activities of the MQ-9 programs. The contractor shall coordinate key program details to assess overall program status and support logistics, engineering, and test activities related to MQ-9 project schedules. Utilize knowledge of DoD cost, schedule, and technical performance reporting requirements, including EVMS, DFARS 252.234-7002; DoD EVM Implementation Guide; OSD IPMR Guide; and IPMR Data Item Description DI-MGMT-81861, to review and analyze EVMS reporting in relation to project schedules. Assess project schedule logic, links, constraints, and health using the DCMA 14-Point Schedule Health Assessment, analyzing schedule leads, lags, relationships, float, durations, critical path, CPLI, and BEI. Apply knowledge of program and project management as per DoD IMP and IMS guides, AFLCMC process guides, and review CDRL IMS deliverables for compliance with reporting standards. Utilize knowledge of DoD MIL-STD-881C for WBS development and provide advisory support for project schedule information management throughout the MQ-9 community. Apply risk management knowledge from Joint IPT Risk Management Plan and AFLCMC guidelines to identify potential risks and recommend mitigation strategies. Use understanding of the defense acquisition system, including DoD directives and instructions, to support program documentation, briefings, and lifecycle activities. Assist in preparing key development, procurement, and sustainment documentation, and support technical and management meetings and reporting. Support data collection, budget estimates, program planning, deep-dives, what-if analysis, and roadmaps development. Help implement standardized scheduling processes and facilitate program reviews.
