Senior Project Controls Specialist
to support Earned Value Management System (EVMS) and Project Controls activities for Department of Energy (DOE) projects. The ideal candidate will lead cost estimating, analysis, control, and scheduling functions, ensuring projects meet technical, financial, and scheduling goals. This role requires deep technical expertise, innovative problem-solving skills, and the ability to work autonomously toward long-term objectives with significant impact on project success.
Key Responsibilities
Support and maintain the Earned Value Management System (EVMS) and project control processes. Lead cost engineering activities including cost estimating, cost control, cost analysis, and financial reporting. Supervise schedule development, maintenance, monitoring, and analysis for complex projects. Identify project trends and develop corrective action recommendations for management attention. Prepare, review, and present project cost and schedule performance reports. Develop and implement project control systems and methodologies. Mentor and supervise cost engineering and planning/scheduling personnel. Interface with project managers, technical staff, and financial groups to support project objectives. Apply advanced project control concepts and techniques to solve unique and complex project issues. Ensure compliance with DOE orders, project management best practices, and EVMS standards. Lead planning and scheduling initiatives using personal computers and discipline-specific software applications. Support Control Account Manager (CAM) activities, including status reporting, variance analysis, and corrective action planning. Contribute to development of new project control concepts, techniques, and continuous improvement initiatives.
Requirements
Bachelors degree and minimum 12 years of related project controls experience, or an equivalent combination of education and experience. Postgraduate coursework in relevant fields preferred. Extensive expertise in cost engineering, project scheduling, EVMS, and project controls practices. Expert knowledge of project control software and financial reporting systems. Experience supervising technical teams and training personnel in project control practices. Strong analytical, communication, and leadership skills. Proven ability to work independently with minimal supervision and to self-direct project control efforts. Ability to manage cost and schedule functions for projects with complex and non-routine requirements. Knowledge of DOE projects and environments preferred. Experience serving as a Control Account Manager (CAM) strongly preferred. Proficiency with EVMS tools, scheduling software (Primavera P6, MS Project), and cost control systems. Skilled in Earned Value Management, project cost trending, and schedule risk analysis.
