This individual will oversee the planning and design of land development and/or site civil projects for private entities. The individual will coordinate with clients, direct and/or design plans and specifications; manage staff, oversee preliminary engineering reports/studies; and manage subconsultants. This role consists of overseeing preparation of plans and specifications for a wide variety of projects including but not limited to land development, site civil, paving, grading, waterlines, roadways, traffic impact studies, sewer lines, storm sewer lines, and H&H. This individual will be a technical resource for EITs and PEs ranging from 1-10 years' experience to assist them in completing designs and producing construction documents. Individual should seal plans produced under their guidance in their areas of expertise. Interest in a growth path for partnership opportunities is encouraged.
RESPONSIBILITIES/QUALIFICATIONS: • Independently runs design group including management of project managers, design manager, and design engineers as well as overseeing all projects being completed within the design group. • Demonstrated proficiency with developing and maintaining client relationships • Execute multiple simultaneous projects from conceptual design, through final design, and submittal reviews during construction. • Manage budgets and schedules on projects being performed by direct reports. • Direct and oversee the preparation of conceptual designs to assist clients in defining project scope including but not limited to site layouts, preliminary cost estimating, schedule formation, agency review identification, and manhour estimates to establish fee needed to complete the work. • Oversee the completion of final design of a variety of projects including directing all required calculations, preparation of construction plans with sufficient detail for project bidding including coordination with CADD technicians for sheet production, preparation of contract documents and technical specifications for construction, preparation of final engineer's cost estimates, and preparation of engineering reports/technical memorandums. • Work with subconsultants and other outside entities to obtain necessary design information and keep project on schedule including but not limited to preparing subconsultant scope of work, coordinating with subconsultants to prepare contracts and fees, managing subconsultants during design, and problem solving and communicating with subconsultants as issues arise. Specific tasks may include working with:
o Surveyors for obtaining and evaluation of topographic and boundary surveys, title searches, preparation of plats, easements, and other survey documents.
o Geotechnical Engineers for geotechnical analysis studies, paving design, and utility design
o Environmental Engineers for endangered species, phase I evaluations, archeological studies, waters of the US identification, aquifer recharge zones, and other environmental studies.
o Other Consulting Firms working on adjacent or related projects for data transfer, scheduling coordination, and points of connection. • This individual should have a demonstrated familiarity with reading, interpreting, and negotiating with various regulatory agencies such as Cities, Counties, TXDOT, Fire Marshalls, USACE, FEMA, and TCEQ to achieve design goals and complete projects within contracted schedules. • Direct staff to assist in solving unique engineering problems on projects utilizing natural student discernment and problem-solving skills. • Thrives on performing and solving problems with minimal to no supervision. Fully knowledgeable of company standards, plans and specifications; capable of interpreting project plans; and ability to supervise other technical and non-technical staff • Proficiency and demonstrated familiarity of construction material submittal reviews in order to provide technical guidance to others completing such tasks during the construction phase of projects. • Demonstrated familiarity with various common project conditions, problems encountered in assignments, and proper procedures for rectification.
REQUIREMENTS: • B.S. in Civil Engineering • Professional Engineer License in the State of Texas • 10+ years of progressive experience in civil engineering focused on land development and/or site civil • Detail oriented with tendency to adhere to established procedures • Ability to multi-task, prioritize, interact, and complete duties on schedule • Must be organized and able to work with minimal supervision • Practiced in project management, task management, follow-up and follow-through • Practiced in management of staff • Ability to articulate technical skills and ideas both visually and contextually. • Practiced in technical writing and communication skills. • The candidate should be a self-starter and results-oriented.
