Description
Definition: Under general supervision, performs a variety of clerical and technical duties in all divisions of the San Benito County Sheriff's Office to include the booking, processing and monitoring of inmates in support of Correctional Officers; to respond to information requests from the public; to process warrants; to issue and maintain records for the electronic monitoring and work alternative programs; to perform general office support assignments; to schedule court appearances; to monitor security and process visitors; supervise out of custody or in custody inmates performing selected work details; to enter crime reports into a records management system; maintain crime index and coroner case files; respond to information requests from the public, process warrants; perform a variety of specialized clerical work with the civil division of the Sheriff's Office; to receive civil process and issue various documents related to civil process; and to do related work as required.
Incumbents may be assigned to jail booking, control rooms, or other areas of the County Jail, Courthouse, or Sheriff's Administration. In Sheriff's Administration, sheriff's technicians may be assigned to civil, or records divisions as well as reception.
Distinguishing Characteristics: This is a single level classification. Employees maintain a variety of Sheriff's Office records and reports. Employees perform specialized clerical and technical work in all divisions of the Sheriff's Office.
Reports To: Corrections Lieutenant, Sheriff's Captain or Watch Commander or others as assigned.
Classifications Supervised: This is not a supervisory class.
Typical Physical Requirements: Sit for extended periods; stand for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; effective verbal communication skills; use of computer security monitoring equipment, portable radios and intercoms; use of office equipment, including computer, telephone, calculator, copiers, and FAX equipment.
Typical Working Conditions Work is performed in an office environment or control room of a county correctional facility or courthouse; work may be performed in a property and evidence room; may deal with unusually hostile people; continuous contact with other staff and the public. Will be required to rotate shifts. May be required to work weekends and nights. Example of Duties
(The following is used as a partial description and is not restrictive as to duties required.) Confirms personal and criminal history information of inmates; completes booking records; keeps inmate body count statistics; maintains records of release dates. Operates the CLETS system to enter and access information; processes warrants; distributes reports to other law enforcement agencies; reviews data requests and retrieves information from various data bases; retrieves the status of inmates. Secures and stores personal belongings of inmates; may receive monies collected from and/or deposited for inmates, maintains accurate accounting of inmates' funds and property. Contacts other appropriate law enforcement agencies pertaining to warrants, disposition of charges, and extradition of prisoners; indexes, selects, cross-references and arranges records, documents, and correspondence in a variety of files and computerized information systems; Verifies the proper recording of documents. Assists in the orientation and training of staff. Monitors court calendars; schedules court appearances and enters data into computer system. May collect and record cash bail and bail bonds received for the release of inmates. Assists in maintaining the security of assigned areas; operates intercom and electronic door controls in routine and emergency conditions; monitors the movement and activity of inmates, staff and visitors through direct visual observation and the audio/video monitoring systems; notifies appropriate personnel in emergency situations. Monitors and assigns inmates on work alternative program; checks for compliance to performance standards and agreements. Reports non-compliance and violations. Monitors and controls behavior of individuals assigned to work alternative programs. Uses considerable discretion in determining priority of responses to requests and transferring data to other agencies. Organizes and supervises inmate work details. Maintains an inventory control and record keeping system. Coordinates the electronic monitoring program; issues equipment, maintains records, coordinates accurate information with other partnering departments or agencies. Operates county vehicle for errands, pickups, deliveries. Communicates verbally and in writing with other agencies related to inmate status and proceedings. Performs pretrial services Receives legal documents and papers for processing; examines documents and forms for compliance with established policies and regulations; advises on proper procedures and forms for filing civil actions and processes; determines what additional information is required, and contacts proper parties to insure that paper or document is properly completed; files and indexes various civil documents and papers; performs a variety of typing and general clerical tasks. Receives and processes crime and incident reports and enters information into a computer system, ensuring accuracy Maintains and updates Coroner case files Registers sex, arson, drug and gang offenders and prepares files for annual update, maintaining public information media in accordance with legal requirements Prepares insurance company reports as requested by the public Collects monies for reports issued and maintains receipt records prepares reports for sworn officers, as needed for follow-up or court Maintains and updates crime index logs; fulfills background information requests and maintains files for other law enforcement and public agencies. Operates the CLETS system to enter and access information Processes warrants; develops monthly payroll information Prepares patrol schedules, using computerized systems Receives a variety of public information requests, providing information and/or routing requests to other appropriate Department staff Distributes reports to other law enforcement agencies Reviews data requests and retrieves information from various data bases Contacts other appropriate law enforcement agencies pertaining to warrants, disposition of charges, and extradition of prisoners Indexes, selects, cross-references and arranges records, documents, and correspondence in a variety of files and computerized information systems Verifies the proper recording of documents Use considerable discretion in determining priority of responses to requests and transferring data to other agencies Conducts minor evidence processing. Maintains accurate evidence and property records; transports evidence. May assist in administratively maintaining Sheriff's Office vehicle fleet to include transporting vehicles to maintenance appointments, minor cleaning, inventorying and stocking, etc. . Minimum Qualifications
Training Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Two years of office and law enforcement technical or clerical support work experience in a position which included maintenance of records in a civil, criminal, or institutions setting and also included the operation and use of a CLETS terminal.
Experience One year of clerical or technical experience providing knowledge of the operations and procedures of the civil, criminal, or institutions divisions within a Sheriff's Department.
Education: Equivalent to completion of the twelfth grade

Selection Process: All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee (pass/fail) and/or an oral examination (100%) which may include a written practical component to determine placement on the eligible list.
In accordance with California Government Code section 3100, et., seq., all County of San Benito employees are considered disaster service workers who may be required to report for duty, or remain on duty to address disaster service activities in the event of an emergency or disaster and are required to undertake an applicable loyalty oath. Pay Day:
Employees are paid bi-weekly. Insurance Deductions:
The insurance and benefits deductions will take place bi-monthly, normally the first two pay periods of the month. Bank/Credit union and 457 Retirement Deferrals deductions will take place bi-weekly.
Vacation: Based on continued years of service. Maximum accruals may apply depending on the bargaining unit.
5 to 9 years of service = 15 days per year 10 to 14 years of service = 18 days per year 15 + years of service = 20 days per year
Holidays:
13.5 holidays (including 3 floating) for most employees.
Sick Leave:
15 days per year. Maximum accruals apply.
Health Plan:
Comprehensive medical and dental plans available for full-time employees. Employees appointed to a regular position at a time base of 50% or higher are also eligible to participate.
Vision Plan:
MES Vision Plan offered which offers exams, frames and lenses on a 12-24-24 basis. The County pays for employee coverage and the employee can pay for dependent coverage. This benefit is available to FULL-TIME employees only.
Employee Assistance Program:
The County provides confidential short-term counseling services to employees and dependents. Any regular employee is eligible for up to a total of three (3) hours of counseling sessions within any six (6) month period per County employee. Up to a maximum of six (6) sessions per calendar year are allowed per family
Life Insurance/AD&D:
County pays for a $20,000 BASIC life insurance policy for each employee. Two other VOLUNTARY life insurance plans available, including AD&D.
Disability Insurance:
General, Confidential and Management groups participate in the State Disability Insurance.
Credit Union:
Membership to the Santa Clara Federal Credit Union is available to San Benito County employees.
Deferred Compensation:
Employees may participate in tax-deferred retirement savings. Three 457 plans are available. Employees may rollover funds from prior 401k or 457 accounts. IRS limits apply.
Retirement: Regular employees will be enrolled into the CalPERS retirement system in accordance with the Public Employees' Retirement Law. Employee contributions vary according to bargaining unit.
All New Miscellaneous (non-Safety) employees enrolled into the CalPERS retirement system participate in the full formula of 2% at 62. Miscellaneous employees participate in Social Security in addition to CalPERS.
New Safety employees are covered by the safety full formula 2.7% at 57. Safety employees contribute 9% of the employee contribution. Safety employees do not participate in Social Security.
