The Department of Social Services Accountability Office (DSS-AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS) and Department of Homeless Services (DHS).
DSS-AO maintains the operation of the Office of Audit Services (OAS) and Office of Quality Assurance (OQA), Office of Accountability Strategies (OAS), Compliance and Contract Monitoring (CCM), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM), the Accountability Initiative and Change Monitoring (AICM) and the Vendor Monitoring Office.
The Vendor Monitoring Office (VM) is responsible for setting, monitoring, and modifying agencywide policy for how vendors are managed and held accountable for complying with contractual, regulatory and legal requirements.
The Vendor Monitoring Office Is Recruiting For (1) Admin Staff Analyst M V To Function As A(n) Deputy Commissioner, Vendor Monitoring, Who Will
Oversee agency and citywide initiatives related to ongoing and emerging vendor monitoring issues. Develop and refine baseline standards for oversight and monitoring to determine and develop an agencywide plan of action. Combine issues identified by ACCO, Audit, Data Analytics, Compliance, Legal and Corrective Action Planning to determine appropriate plans of action, including CAPs, policies, trainings, general or specific vendor communications or other, as appropriate, in collaboration and consultation with agencywide partners. Communicate vendor issues with ACCO, programs, and leadership. Oversee the development and success of the Agency’s new centralized office consisting of Contract Monitoring, Non-Contracted Vendor & Grant Monitoring, Secondary Invoice Review Team, and Vendor Investigations & Review Units. These units manage agency and citywide initiatives related to ongoing and emerging vendor monitoring issues. Develop and refine baseline standards for oversight and monitoring. Oversee the creation of data reports, written policies, procedures, and training tools. Oversee project management for monitoring related initiatives. Develop policies for vendor monitoring and compliance strategies. Assist programs to ensure compliance with funded grants and reporting requirements. Ensure real-time secondary reviews of vendor invoices to identify and address billing issues promptly. Oversee issues related to third-party uncontracted payees. Ensure compliance with funded grants and monitoring requirements. Conduct escalated reviews and investigations. Manage the Vendor Compliance team in conducting triggered reviews of serious incidents. Develop and implement relevant Key Performance Indicators for the centralized unit to ensure alignment with agency goals and objectives. Enforce agency compliance with funded grants and reporting requirements. Closely communicate vendor issues with ACCO, programs, and leadership, as required. Develop data reports, written policies and procedures, training tools, and more, as required, in aiding agencywide compliance with monitoring standards. Have oversight of the Vendor Dispute Committee and the Vendor Management Committee. Serve as the primary liaison for vendor monitoring issues and workgroups with City Hall, MORMC, MONS, and MOCS and communicate directly with executives from the non-profit community on critical issues, in a professional manner.

Minimum Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
Preferred Skills
Experience with data analysis and performance metrics. - Experience in public sector grant management, vendor management, or a related field. - Proven leadership and management experience. - Strong understanding of regulatory and compliance requirements for grants and non-contracted vendors. - Strategic planning and project management. - Effective communication and stakeholder collaboration. - Lead and manage multiple teams and initiatives effectively. - Familiarity with legal and regulatory requirements related to vendor management

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
