The Infrastructure Planning Division is the Departments newest division. The goals of this division are to 1) plan infrastructure to drive growth aligned with the Countys future land use plan, 2) promote people-centered design for communities, and 3) ensure County resources are invested efficiently and intentionally.
The Infrastructure Planning Division works closely with the Land Use Planning Division and various County infrastructure departments, including the Department of Transportation, Department of Water Resources, and Department of Parks and Recreation to develop infrastructure plans and priorities based on the Countys award winning Unified Plan and detailed Small Area Plans for redevelopment. The initial scope for coordinated infrastructure planning includes water, sewer, stormwater, transportation, transit, and trails. The services are anticipated to expand to include general planning support for other departments providing County and municipal services.
The Infrastructure Planning Division provides the following services to the department and the County:
Development of County-wide population projections aligned with the Countys future development map in the Unified Plan Research, analysis, and tracking of planning data Development and maintenance of shared planning tools and infrastructure analysis methodologies, such as fiscal impact analysis and infrastructure cost of services Creation of infrastructure development plans; development of stakeholder engagement plans, including technical workgroups, internal and external stakeholder groups Development of a common prioritization framework for all infrastructure capital projects to achieve the Unified Plan vision; preparing standard operating protocols and conducting training for the use of this framework Review rezoning and special administrative permit requests for proposed development projects Preparation of ordinances, policies, or guidance as needed to support infrastructure planning initiatives
Job Description
The Senior Planner reports to the Deputy Division Director and supports the Infrastructure Planning Division by conducting research, data analyses, and implementing GIS applications and to enhance our decision-making process in the areas of planning, zoning, economic development, facilities planning, and impact assessment.
Essential Duties
Support the design, development, and implementation of data analysis strategies and workflows to support land use and infrastructure planning initiatives. Collaborate with intra- and inter-departmental teams including engineers and planners to integrate GIS solutions into planning processes, workflows, and special projects. Maintain tax parcel database, including parcel splits and merges. Develop and maintain geodatabases, spatial data models, and metadata standards to ensure data integrity, accuracy, and accessibility. Maintain fiscal impact assessment models and conduct assessment based on land use data, urban analytics, and market analyses. Stay abreast of emerging trends, technologies, and best practices in GIS and data visualization, evaluate potential applications for innovation within the Infrastructure Planning Division.
Grade
The grade for this position is C43(1). Salary will be dependent on education and experience.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
Bachelors Degree Geography, Geographic Information Science, City or Regional Planning, Urban Analytics, Engineering or in a related field AND Three years of progressively responsible, professional level GIS experience; An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered. Must possess excellent data analysis skills as well as the ability to convey technical information. Excellent communication skills are needed to coordinate with and support engineers, planners, and consultants.
Preferred Qualifications In Addition To The Above Minimum Qualifications
Master's Degree in Urban Planning, Urban Analytics, or related field Three to five years of related experience and training in operating ESRI software (including ArcMap, ArcGIS Pro, ArcGIS Online, etc.). Strong technical writing and verbal communication skills. Ability to work effectively as a member of a team. Organizational and analytical skills with high attention to detail. Familiarity with statistical analysis, data management, and database applications (e.g., MS Access). Familiarity with data visualization tools and techniques.
