Jacobs is seeking a Senior Rail Program Manager to lead and manage all services provided by the Program Management team in the implementation of inter-city rail and transit capital programs in Chicago, Illinois. In this key role, you will be responsible for: Advising the client and making recommendations on how to effectively and efficiently deliver the clients capital programs. Administering contracts, meeting client requirements, regulatory agency criteria, and company commitments, especially for transit projects including rail and buses. Serving as the clients representative, providing oversight, guidance, and direction for the program teams including subconsultants and subcontractors. Providing oversight for the clients planning, design, and construction phases as well as managing the project controls and administration. Assisting the client in obtaining required program funding and with the grant application process. Preparing summary reports on program and project schedules and budgets, and present to the client and their stakeholders. Advising the client on market trends that could adversely impact their capital programs; predict future trends accordingly. Collaborating with Jacobs Global Technology Leader for Transit and Rail, Track and Civil Engineering, and other related Subject Matter Experts on global opportunities, staffing needs, and business development activities. Supporting and engaging with Jacobs Global Integrated Delivery (GID) teammates to maximize design, digital technology, and support capabilities. Heres what youll need: Minimum of 20 years of senior-level project/program management experience in inter-city rail and transit programs valued over $500M. Bachelors degree in engineering or construction management. Professional Engineer (PE) License (IL preferred). Professional experience as a Project or Program Manager with rail and transit projects. Experience in rail and rail systems design or design oversight. Knowledge and experience in procurement and alternative delivery approaches. Demonstrated experience overseeing and managing large teams of individuals and subconsultants. Experience with managing rail and transit engineering and/or planning programs and projects. Knowledge of and experience with Federal and State transportation regulations and programs including FRA, FTA, and FHWA. Demonstrated skills in engineering knowledge, leadership, planning, teamwork, decision making, judgement and problem solving. Exceptional communication and interpersonal skills, with the ability to establish and maintain strong working relationships. Strong technical and procedural writing skills, along with professional verbal and presentation skills. Understanding of contract elements and negotiation of commercial contracts. Strong market, marketing, and technical knowledge relevant to rail and transit within the US. Willingness to travel throughout the United States. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
