Policy Administration: Administers, develops, recommends, and implements various personnel policies and procedures. • Safety/Security Programs: Directs all Safety/Security Programs, including training-related programs, and supervises the responsibilities of other safety support personnel. • Employee Relations: Promotes effective employee relations and maintains a working relationship with union representatives, ensuring that the rules of the Labor Agreement and Performance Code/Company Policies and procedures are correctly applied. • Safety Advocacy: Advocates for a safe work environment and seeks employee feedback and participation in safety-related issues. • Performance Reviews: Prepares semi-annual and annual performance evaluations of direct reports. • Departmental Coordination: Coordinates and works closely with other department managers to ensure operational safety. • Employee Disciplinary: Conducts employee hearings and preliminary fact-finding investigations, up to but not limited to termination. • Recruitment and staffing: Assist with interviewing and selecting the various candidates to meet the organization's needs • Accident Investigation: Investigates, reviews, and Assigns Safety Infraction (determining whether the accident could have been prevented). • Bus Rodeo Coordination: Acts as coordinator for the Local Bus Rodeo, ensuring that the bus competition course, rules, tests, and scoring align with the American Public Transit Association (APTA) standards. LIMITED SHARING • Data Management: Compiles and maintains all statistical data for the purpose of accident ratios per miles traveled and monthly and yearly reports for FTA, NCPTA, and NTD Safety & Security reporting. • New Operator Training: Ensures that all newly hired bus operators are adequately trained to safely and effectively operate all GTA revenue vehicles. Conducts classroom and behind-the wheel instructional training, including road/street defensive and safe driving habits for all new bus operators and employees in bus-driving-related positions. • Retraining Programs: Ensures that incumbent bus operators and employees in related fields receive retraining on vehicle operations to enhance safety for both passengers and equipment. • CDL Certification: Assists with and coordinates the certification of new bus operators within the guidelines of the N.C. Division of Motor Vehicle Third Party Examiner/Tester Program for Commercial Driver's License (CDL) Certification. This requires acquiring a CDL and maintaining Third Party Examiner Certification. • Certified Driving Instructor: Serves as a Certified Driving Instructor for the Training Facility, facilitating training for Part-Time/Bus Operator Trainers to ensure all are properly trained and certified within GTA Safety & Training guidelines. • Safety Council Meetings: Chairs and assists in monthly departmental Safety Council meetings; the objective is to advocate for a safe work environment and seek employee feedback and participation in safety-related issues. • Backup Support: Assists and serves as a backup in the absence of the AGM of Safety. • Training Material Development: Develop training agendas for the bus operator training program, including preparing and updating training manuals as needed. • Written Correspondences: Prepares and formulates written correspondences, safety bulletins, notices, and other reports. • Ride Checks: Performs ride checks to ensure GTA safety standards are met, including post-accident ride checks. Preferred Education and Experience: • Bachelor's Degree with coursework in Business Administration/Management and Transportation

Salary: $65,000-$70,000

The Safety and Training Manager reports to the Assistant General Manager of Safety and Training and oversees all safety policies and related programs. This role includes formulating and administering policies, procedures, programs, and practices, ensuring the consistent application of the Labor Agreement. The manager will also manage and coach the performance of support staff, including managers and office personnel.
